Job Description:


GENERAL STATEMENT OF DUTIES:


The Accountant III is responsible for the overall management and control of financial data for Vendors using the Jenzabar Financial System and Massachusetts Management Accounting Reporting Systems (MMARS). Assist with the management of the capital procurement and payments in MMARS, cash deposits & transfers, reviewing requests for the purchase of supplies and equipment, obtaining information concerning availability of products, and providing assistance and advice to departments.


SUPERVISION RECEIVED: The Accountant III reports directly to the Assistant Comptroller


SUPERVISION EXERCISED: The Accountant III supervises appropriate classified employees and Work Study Students as assigned.


MAIN RESPONSIBILTIES: (Not intended to be an exhaustive list):


  • Prepare accounting journal entries.
  • Prepare deposits and cash reconciliation.
  • Assist in Monthly close and ensure that entries are recorded on a timely basis.
  • Assist with Annual Audit; including preparing of schedules and pulling selections.
  • Interacts with vendors. Provides technical assistance and advice to agency personnel, vendors, etc., to insure compliance with established procedures.
  • Ensures that necessary funds are available in MMARS for encumbrance and/or payment to vendors.
  • Reviews requests submitted by agency personnel and/ or invoices from the purchase of goods and/or services such as supplies, equipment and contract services, in order to insure compliance with established procedures, and to recommend appropriate action.
  • Encumber funds in MMARS under correct account, object codes and appropriation.
  • Transfer all treasury cash funds from Treasury Sweep Account to appropriate appropriation accounts, to insure funds availabilities for payroll and other expenses; examples: DCE, Faculty, RLTAC, including Students Receivable Accounts (RE) Tuition Payment to the State.
  • Attends training in MMARS in order to respond to inquiries regarding invoice payments, and creates invoice transactions.
  • Assist Comptroller and Assistant Comptroller in processing RT and TV transactions in MMARS.
  • Reviews invoices and expenses, batch for proper authorized signatures, appropriate cost center coding.
  • Assist departments with timely paper flow for payable and purchase supplies.
  • Communicate with State Treasurer regarding checks for the vendors; process payment in Jenzabar and MMARS.
  • Ability to communicate with banks on matters relating to incoming wires and ACH, and to research daily bank activities.
  • Perform other duties as required.


Requirements:


  • Knowledge of the laws, rules, regulations, policies, procedures, specifications, standards and guidelines governing business office/accounting function.
  • Knowledge of the MMARS system, and of the laws, rules and regulations governing Federal grants.
  • Knowledge of Commonwealth of Massachusetts budgeting and accounting procedures and terminology.
  • Knowledge of computer systems and software, particularly spreadsheet systems.
  • Knowledge of Working with Microsoft Word, Access and Excel is very essential.
