The Consulting Actuary position provides actuarial direction within the DSAA division across the entire array of healthcare projects involving cost-effectiveness and actuarial analyses. The Consulting Actuary position will serve as a key member of the growing Actuarial Team within the DSAA division, working closely with the Senior Director, Actuarial Sciences, the Executive Technical Director, and the Chief Data Officer.
DESCRIPTION
The Consulting Actuary position is a key leader responsible for providing actuarial input on HSAG's broad spectrum of healthcare projects. This position will develop and oversee projects related to program evaluation, cost-effectiveness, and budget neutrality. This position will also lead multiple teams of analytic staff that provide healthcare decision and policy makers with actionable results that can be leveraged to transform healthcare delivery and reimbursement. The Consulting Actuary position will lead work that involves (but is not limited to) a wide array of different healthcare projects:
  • waiver evaluations
  • independent assessments
  • budget neutrality
  • cost-effectiveness
  • risk adjustment
  • reimbursement models
  • value-based purchasing
    Additionally, this position manages multiple large-scale and high-profile healthcare projects through various stages including implementation, day-to-day management, budgeting, forecasting, analysis, and reporting. Activities include managing multiple teams in developing work plans and timelines; leading and overseeing project tasks; leading client teleconferences and meetings; presenting on healthcare topics; supervising and/or mentoring junior staff; and providing regular progress reports to the Executive Technical Director and Chief Data Officer.
    Details regarding potential project assignments and key sources of data will be discussed with potential candidates during the interview process.
    ESSENTIAL COMPETENCIES, DUTIES, AND RESPONSIBILITIES
    • Serve as a senior leader within HSAG's DSAA division.
    • Act in a liaison capacity between HSAG and outside agencies and organizations.
    • Oversee communication with project partners, subcontractors, and other entities.
    • Assign and oversee actuarial activities.
    • Develop and adhere to actuarial project time and task schedules, identify opportunities to improve the project process, and develop quality improvement activities accordingly.
    • Lead multiple large-sized actuarial tasks or projects simultaneously.
    • Present and communicate project results to nonanalytic staff members and customers.
    • Serve as a subject matter expert for clients.
    • Participate in request for proposal activities.
    • Represent HSAG in a professional manner at all times.

      Compensation: 107,000 - Depending upon experience

      Job Requirements:

      EDUCATION AND/OR EXPERIENCE
      • Bachelor's degree in actuarial or actuarial related science.
      • Associate of the Society of Actuaries (ASA) or Fellow of the Society of Actuaries (FSA) designation.
      • At least 5 years' experience working in a healthcare setting (i.e., managed care plan, actuarial firm).
      • Development and certification of Medicaid managed care rates for Medicaid populations.
      • Understanding of Medicaid waivers and budget neutrality requirements [e.g., 1115, 1915(b/c) waivers].
      • Use and applications of various risk adjustment mechanisms and tools.
        OTHER QUALIFICATIONS
        • Expert in the use of MS Office products, including Word, Excel, PowerPoint
        • High-level expertise in evaluating medical and prescription drug claims and encounters; eligibility and enrollment; demographic; survey; and vital statistics data.
        • Experience developing and leading formal written deliverables for multiple clients, including serving as the lead writer/major contributor on multiple formal deliverables.
        • Ability to handle several projects simultaneously and work with multiple teams.
        • Experience working on proposal responses and new business acquisition.
