Director, Office of Duke-NUS Affairs

  • Management of the Duke Office for Duke-NUS affairs
  • Provides general oversight of all administrative functions performed by staff.
  • Provides high-level oversight of Office of Duke-NUS Affairs operations and finance.
  • Works closely with the Duke Faculty Liaison staff on providing administrative support (itinerary development, catering, etc. for events) as needed.
  • Provides support to the Vice-Chancellor of Duke-NUS Affairs at Duke University and to Dean of Duke-NUS to coordinate any interfacing activities or interactions on an as needed basis.

  • Act as Primary Staff Liaison between Duke Offices and Duke-NUS

These Duke Offices include Medical Education, International Office, Appointments, Human Resources, all Duke Departments and Centers as needed, Legal, Compliance, Research administration, Duke Med Global and others as needed

  • Provide direction to the Duke Faculty Liaison staff as needed.
  • Provides support to the Vice-Chancellor of Duke-NUS Affairs at Duke University and to Dean of Duke-NUS to plan interfacing activities or interactions on an as needed basis.
  • Provides guidance and coordination between Duke, Duke-NUS and Singhealth on all matters related to faculty, legal agreements, HR or compliance issues
  • Coordinates fellow/resident and post-doc exchange programs.
  • Provide staff support to Duke-NUS Planning and Coordination Group

  • Budget and Fiscal oversight
  • Final approval responsibility for cost recovery, accounting and invoicing of services rendered by Duke to Duke-NUS. Estimated $3-$5 million annually.
  • Annual budget approval for Duke services provided to Duke-NUS.
  • Management of Singapore reserve funds as directed by the Vice Chancellor of Duke-NUS Affairs

  • Event/Program Management
  • Provide support for Group travel (AEP, ACP, others)
  • Individual Travel Awards (RFA, Targeted, ad hoc)
  • Seminars/Presentations Ad hoc
  • Recurring (AEP, Pilot project, etc)
  • Symposia
  • Annual Basic Science, Translational, & Clinical Science Symposia
  • Annual Educational Symposium
  • Biannual Academic Engagement Programs

  • Communications Oversight
  • Duke-NUS Affairs Website development
  • Duke-NUS Affairs newsletter
  • Create and expand Social Media presence
  • Podcasts(
  • External-facing targeting investment and funding bodies
  • Develop synergy with Duke, Duke-NUS, and SingHealth Comms groups

  • Collaborative Programs
  • Work with Vice Chancellor and Assistant Vice Chancellor of Duke-NUS Affairs to plan, develop, operationalize, and monitor collaborative programs or other initiatives related to Duke-NUS and/or SingHealth.
  • Provide regulatory, financial and administrative oversight for collaborative research
  • Administer a Singapore Fellowship program at Duke. This would be coordinated not only with Duke-NUS but also with Sing Health or other Singapore entities as appropriate.

  • Faculty Support
  • Act as portal of entry for incoming recruits and facilitating communication and logistics with Dean, Chairman and Business Manager of respective department. Logistics include letters of offer, Visa's, and other items as needed.
  • Assure completion of MOUs between joint faculty and Duke/Duke-NUS officials.
  • Oversight of Duke-NUS Office full faculty files on all joint faculty recruits.
  • Communicates and coordinates with Duke-NUS any policy changes in the areas of benefits, visa, employer/employee policies that may relate to employer liability: applicable NIH policies, sponsored programs, workers compensation, etc.
  • Respond to all joint faculty issues/concerns related to Duke-NUS to include compensation packages, tax issues, effort allocation, etc. by either directly assisting or coordination with appropriate Duke Office, legal counsel or other appropriate entity.

  • Compliance, Legal and Regulatory Oversight
  • Coordinate review of any compliance with Duke or regulatory policies related to joint activities of Duke and Duke-NUS such as: business practice related to fiscal management of funds flow from Duke-NUS to Duke, coordination of import/export controls as relevant, coordination of effort compliance for faculty who have joint appointments. Coordination will occur between the relevant office at Duke and Duke-NUS.
  • Facilitate with relevant Duke Offices any review of Duke/Duke-NUS budgets, proposals, contracts or other financial or legal documents to assure compliance with Duke Policies and procedures, assess any financial or potential risk exposure for Duke.
Required Qualifications at this LevelEducation/Training

Work requires a Bachelor's degree in Business Administration, Hospital Administration, Accounting or a closely related field.

Experience

Work requires a minimum of nine years progressively responsible experience in administrative management, to include proficiency in budgeting, grants and contracts, personnel supervision and space and facilities management.

A Master's degree in Business Administration, Hospital Administration, Accounting or a closely related field may substitute for two years of required experience.
