GENERAL SUMMARY/OVERVIEW STATEMENT

The MGB Payroll department is responsible for the administration of Payroll System Improvements that apply to all Partners entities and for delivering requested data to our customers.

The incumbent brings experience and ability to the administration of the above policies and to other responsibilities as assigned by the Director.

The position requires a background in the subject areas, the maturity to work independently, and the abilities to organize and execute efforts that extend the reach and effectiveness of the policies. The ability to communicate well and to manage and execute communications efforts is of particular importance.

The position challenges the incumbent to balance oversight of the unit's day-to-day activities with planning efforts. In addition, the incumbent is responsible for certain administrative tasks as assigned by the Director or Manager; accuracy and timely response in the fulfillment of these tasks are expected.

PRINCIPAL DUTIES AND RESPONSIBILITIES

Payroll System Improvements - Incumbent serves as key functional representative on PeopleSoft HR/Payroll implementation and provides functional workflows and business specifications for the project team. Incumbent acts as a point of contact to personnel in other departments to resolve system issues and problems.

Payroll System updates - Incumbent performs testing of PeopleSoft Payroll tax upgrades on an on-going basis and develops quality assurance procedures for PeopleSoft system upgrades prior to the implementation in the production system. Incumbent is responsible for system testing (unit as well as integration) of all changes to functional aspects of PeopleSoft environment prior and post implementation.

Payroll System Maintenance - Incumbent ensures payroll system tables are properly set up and managed in PeopleSoft HRMS system for all entities. Incumbent performs system table maintenance on quarterly basis. Maintenance includes but is not limited to updating earn and deduction codes due to new reporting requirements or Union contracts, updating parking/MBTA tables, garnishment tables, federal, state and local tax tables. Incumbent works with various departments including HR, Compensation, Benefits, Kronos HRIS, and IS to ensure accuracy of tables. Incumbent acts as the point of contact concerning other state taxation tables in order to support proper taxation of employees outside of Massachusetts. Incumbent researches, identifies and makes corrections to the General Ledger due to retro-funding issues. Incumbent identifies system issues that need to be addressed or upgraded.

Payroll System Procedures - Incumbent is responsible for performing quarterly and yearend procedures which produce approximately 70,000 W2's for all entities on PeopleSoft HRMS System. Incumbent is responsible for filing W2c's. Quarterly procedures include but are not limited to producing a Massachusetts file and uploading through the QUEST system, amendments submitted through the QUEST system, auditing payroll data information, correcting errors, adjusting Foreign National exempt wages and submitting a Social Security File to SSA for verification. Incumbent develops operating procedures and coordinates training plans for payroll users.

Payroll Operations Support - Incumbent supports the day to day operations of the Payroll Systems Development Manager. Support includes but is not limited to supplying reports, providing solutions to issues, researching and answering questions, researching GL issues responding to PHS help desk tickets and AP requests, and developing new procedures to help process adjustments quickly and efficiently.

Communications with other areas - Incumbent works in conjunction with Project Managers and Team Leaders for successful implementation of project within planned timeline and specifications. Incumbent provides input/help to Payroll Development Team in making decision or ratification of resolution for critical system issues/problems.

Database and Reporting - Incumbent is responsible for ensuring that reports are created as requested by management and auditors. Incumbent provides reports to various other departments including Audit, Parking, Finance, HR, Benefits and Compensation. Incumbent supports new features by creating reporting and maintaining procedures.

Planning - Incumbent works closely with staff, Payroll Development Manager and the Director of Payroll in planning for the expansion of the above compliance activities to other Partners entities and for enhancement of the activities.

Training - Incumbent works closely with staff to provide training regarding PeopleSoft and other payroll related issues including garnishments, laws and taxation. Ability to cross-train across all department tasks to step in and take on tasks as well as provide support upon request or as needed.

Special Projects as assigned - These projects, assigned by the Payroll Development Manager or Director of Payroll and sometimes unrelated to the incumbent's primary responsibilities, enlist the incumbent's skills and background as needed in the achievement of departmental objectives.

Qualifications
Bachelor's degree preferred. 5 or more years payroll/accounting/taxation experience with record of increasing responsibilities, including project management and.

Familiarity with workflow in the development area and extensive computer experience including lead role in system conversion is needed.

Incumbent must have an in depth understanding of Payroll, Base Benefits and Human Resource Modules within PeopleSoft.

CPP designation desired. Strong written and oral communications skills are required.

SKILLS/ABILITIES/COMPETENCIES REQUIRED

  • Process ownership - Takes ownership and responsibility for assigned areas. Proposes alternatives when problems arise. Incumbent ensures that deadlines are met, and is accessible to staff, customers and auditors. Incumbent also fulfills commitments with minimal supervision.
  • Technical skills - Adept at accounting and financial calculations. Incumbent understands payroll taxes and payroll accounting (taxes and report requirements).
  • Financial systems skills - Incumbent understands how a payroll system produces a payroll as well as software systems that track visa holders and qualify candidates for tax exemptions.
  • Accounting skills - Familiarity with general ledger, A/P, tax preparation, internal audits, budget analysis, and preparation of financial statements a plus.
  • Project coordination experience -Incumbent can take a project through development, execution and follow-up including creating and maintaining SOPs to support the standardization of all department process and functions.
  • PC skills - Fluent in word processing, e-mail, spreadsheet, database and other applications. PeopleSoft and Oracle experience is required.
  • Analytical skills- Excellent analytical skills, ability to solve production problems in a quick responsible manner, ability to advise of potential problems prior to live production.
  • Time management skills - Budgets time appropriately and has excellent organizational skills.
  • Flexibility- Ability to adapt to sudden changes in timeline schedules that require reprioritization in order to work within and meet tight deadlines.
  • Communications skills - Mature skills, "role model" level with all audiences and a team player.
  • Excellent relationship management skills.
