Job Summary/Basic Function:
This position has the responsibility and oversight of facilities management and project construction, including maintenance, trades, custodial, and grounds for a division or college building(s). Serves as lead for capital project management and related projects. Supervises staff including student employees. Manages facility services, custodial services, safety and security programs.

Level Scope:
Provides direct supervision typically to professionals or skilled technical employees at the entry or intermediate level. Functions as advisor to unit and administration and sets goals and objectives for team members for achievement of operational results. Analyzes and resolves problems through drawing from prior experiences. Interprets policies (e.g., fiscal management, HR, contracts and grants, resource management in defined areas) and demonstrates solid subject matter knowledge. Exercises judgment within defined procedures and policies to determine appropriate action. Supervises staff to assure accountability and stewardship of campus resources (operational, financial, and human) in compliance with departmental goals and objectives.

Essential Functions:
60% Administrative

  • Oversee safety compliance, program development, training and coordination of Risk Management and facility issues.
  • Responsible for the development, review, implementation of all written safety programs including ongoing analysis of the written programs, oversight of purchases of PPE (Personal Protective Equipment), coordination of all training efforts.
  • Ensures that the COVID-19 and Public Health related isolation/quarantine units are being cleaned and supplied effectively.
  • Maintain compliance with all university, state and department procedures/policies regarding emergency preparedness, ADA accessibility, and local state building codes.
  • Develop and implement energy conservation measures within the resident halls and apartment buildings.
  • Maintain and effective liaison with the Physical Plant Department.
  • Work with internal and external agencies to facilitate successful completion of projects and serves as a spokesperson for residential facilities.
  • Collaborate with Business Manager to prepare and present yearly operations budget to the director of approximately $2.5 million.
  • Assist in the development of the 10-year capital plan.
  • Assist in revising University Housing and Residence Life operations manuals in the facility area.
  • Develop and implement short- and long-range plans to improve the physical environment of the resident and apartment facilities; identify, schedule, and monitor capital projects.
  • Assist in the selection of exempt and nonexempt staff with the department.
  • Attend facility related meetings as well as serve on a variety of committees, projects and programs within the university community.
  • Lead efforts and planning for move-in activities (fall, spring, summer)
  • Serve as a delegated project manager to manage projects under $100,000
  • Liaison with A&E Services to ensure projects are prioritized and completed according to plan.
  • Hire, manage, train, and support staff.
  • Help to solve problems and resolve conflict between staff.

40% Oversight of Housing Facilities Operations to include Maintenance and Custodial Services
  • Supervise exempt and student, approximately 50, maintenance and custodial personnel throughout the year (Fall, Spring, and Summer)
  • Coordinate the effective hiring of third-party custodial services to augment work as needed.
  • Manage and oversee the work order system to include repair, reactive and preventative maintenance, renovation, and cleaning operations in the residence halls, apartments, and warehouse facilities.
  • Manages furniture and appliance inventory for residential facilities to include making purchasing recommendations, ordering product, and coordination of delivery.
  • Coordinate, in conjunction with the department of environmental health and safety, sustainability and recycling initiatives for the department.
  • Manage and oversee purchasing, inventory, disposal and contracting of all goods and services necessary to complete facility maintenance and custodial projects.
  • Prepare residential and apartment facilities for yearly opening and closing.

Knowledge, Skills, Abilities:
  • Knowledge of group dynamics, conflict resolution skills necessary for training, problem solving, etc.
  • Knowledge of accounting and finance necessary to develop and interpret department reports.
  • Experience in managing budgets, estimate project or equipment costs.
  • Ability to manage large multi-use facilities or housing spaces
  • Experience supervising, hiring, training, scheduling, progressive discipline, and evaluating multiple staff and/or teams of staff
  • Knowledge of facilities maintenance and custodial needs and services

Minimum Qualifications:
Bachelor's Degree or equivalent plus 2 years relevant experience

Preferred Qualifications:
  • 8 years of similar and related experience.
  • Experience working in a congregate living environment
  • Experience working with students
