Position Overview:

The Capital Projects Cost Estimator provides support to the Lead Projects Cost Estimator to manage, implement, and control the overall project estimating process for the PAMC capital portfolio.

Responsibilities:

• Providing estimating assurance on estimates submitted by engineering and construction contractors in accordance with the Motiva project guidelines
• Reviewing project documents to validate that the contractor's estimate accurately reflects project scope of work
• Performing material take-offs from project scope drawings/documents providing estimated material and labor cost for all disciplines
• Performing estimate quality assurance and all necessary cost analysis
• Providing feedback to engineering contractors as needed. Ensuring revisions and corrections are correctly captured and reflected in latest estimate
• Understanding estimated ratios and metrics and compare against established benchmarks. Assisting with KPI reporting
• Conducting field walks to understand project scope and execution
• Complying and participating with Motiva safety programs and rules
• Understanding the P50 estimate philosophy and developing estimates that achieve that departmental goal
• Validating estimate hours against schedule durations and resource loading
• Comparing actual cost data against estimate and populating cost database

Experience and Education Required:

• High school diploma or equivalent education paired with 10+ years of experience working in projects, turnarounds, and/or construction at a refining, manufacturing, or petrochemical facility
• Bachelor's degree paired with 5+ years of experience working in projects, turnarounds, and/or construction at a refining, manufacturing, or petrochemical facility
• Proficient using AspenTech Capital Cost Estimator 10.1 (ACCE)
• Basic understanding of Project Controls
• Basic Knowledge of Richardson Engineering Estimating
• Proficient using Microsoft Office suite of software (Excel, Power Point, Outlook,) including the use of pivot tables, vlookup, charts, and linking capabilities

Physical Requirements:

• Physical ability to work around and on industrial equipment, including frequent climbing of stairs and ladders
• Ability to wear Personal Protective Equipment (PPE) in designated areas (respirator, hard hat, safety glasses, gloves, heeled boots, and hearing protection)

Other Considerations:

• Must have legal authorization to work in the United States on a full-time basis without the requirement of a work visa
• Must currently hold or be able to qualify to receive a Transportation Worker Identification Credential (TWIC) card
• Must support and comply with the company's drug free work environment, which will include random drug screenings

• Must support and comply with the company's safety policies and initiatives
• Must support and comply with the company's diversity and inclusion work environment policies
