The Chief of Staff serves as a senior and confidential advisor to the Dean and other executive leaders of the Carle Illinois College of Medicine regarding all aspects of the medical college. The incumbent will lead or oversee a variety of strategic, executive, administrative, and operational activities across functional areas of the College. The incumbent will also provide organizational assessments and consultations, develop recommendations, and direct or coordinate the development and implementation of initiatives to advance strategic priorities and to optimize integrated operations and communications within Carle Illinois. The College's Project Management group will report directly to the Chief of Staff to advance strategic and operational imperatives. This is a full-time academic professional position. The proposed start date is July 1, 2021. Salary will be commensurate with experience.

The Chief of Staff will deal with a wide range of disparate issues, and must have the essential skill of considering all things in the context of the "big picture and the long view", with wide authority to act on behalf of the Dean and to work with senior leaders in the College and among its partner and stakeholder organizations in advancing the unique mission of Carle Illinois College of Medicine. While the focus of this position is necessarily broad, the incumbent will pay particular attention to staff needs and relationships as they form the basis of a strong medical college.

The Chief of Staff reports to the Dean. The Chief of Staff also works closely on strategic and operational issues with the College's associate deans and directors, particularly with the Executive Associate Dean. The Executive Associate Dean acts as the Dean when the Dean is absent. The Chief of Staff will meet regularly with the Executive Associate Dean to apprise her/him of issues and activities of the Chief of Staff.

Major Duties and Responsibilities:

Senior and Confidential Advisor

• Consult with and provide advice to the Dean, Executive Associate Dean, and other senior leaders on a broad range of strategic, executive, administrative, and operational issues confronting the College. Examples are as diverse as medical school accreditation, college policies and procedures, program operations, staff engagement, and partner relations.

• As directed by the Dean, address college-level or sensitive concerns, cases, and requests.

• Serve as a representative of the Dean to various committees, constituent groups, staff groups, and task forces, both internal and external to the College.

Strategic and Operational Activities

• Oversee the development, implementation, and continuous review of the College's strategic plan. Partner with the Director of Project Management to develop and implement the strategic planning update process. Participate with the Dean and other senior leaders of the medical college in setting and assessing strategic priorities.

• Supervise Project Management staff and/or the work of other college staff as it relates to specific projects and activities in support of college-level, strategic needs. These projects and activities may be performed by individuals or teams, in close working relationships and in coordination with other senior leadership and staff.

• Provide guidance and oversight to the Director of Project Management in administration of the College's Project/Initiative Prioritization (PIP) process. This process is used to evaluate and prioritize proposals for new or expanded College initiatives and projects that involve multiple functional areas.

• With the Associate Dean for Finance and Administration, the Director of Human Resources, and other senior administrators, support ongoing development and implementation of the College's unit-based, multi-year budget approach, including the multi-year staffing plan. Evaluate college staffing structures and provide recommendations for both current and anticipated future staffing needs. Assist in the development of the College's ten-year financing proposal. Consult on budget and finance issues, as requested.

Organizational Assessments and Consultation

• Provide guidance and general direction to the Project Management team in improving the efficiency and effectiveness of project and program development at the College. With the Project Management team, work to improve coordination, cooperation, and communication across the team and within the College as it relates to project and program management efforts.

• Consult with the Assistant Dean for Accreditation and Assessment on accreditation and continuous quality improvement initiatives and activities.

• Provide counsel to College leadership and staff regarding the College's employee engagement programs and activities; coordinate the College's ongoing efforts to develop, assess, and implement action plans associated with employee engagement.

• Evaluate key operational processes and resources, including the effectiveness and efficiency of internal communications, committee structure and functioning, and routine scheduled meetings for decision making. Provide recommendations for improvement.

Additional and Other Duties

• Serve as a member of the College's Executive Leadership Team, the Senior Leadership Team, the Continuous Quality Improvement Committee, and other teams and task forces as designated by the Dean. As needed, attend other meetings of college and other committees and groups such as the CI MED Town Halls, Bi-Annual Faculty Meetings, and Faculty Executive Committee meetings.

• As a member of the College's leadership, help foster a culture of diversity and inclusion within the Carle Illinois College of Medicine. Support diversity in all aspects of the educational experience and foster positive collegial relationships among students, staff, and faculty.

• Establish and maintain effective working relationships; work cooperatively and collegially with others in a manner consistent with a workplace of dignity and respect; support and engage in equal employment opportunity principles, rules, and regulations.

• Champion positive inter-professional relationships bridging the College's private/public organization and missions.

• Perform other related duties or projects as assigned to further the mission of the Carle Illinois College of Medicine.

Education Qualifications:

Required:

• Master's degree in Educational or Public Administration, Business, Management, Health Administration, or a related degree field.

Preferred:

• Doctoral degree or coursework in one of the above-noted fields or related fields.

Experience Qualifications:

Required:

• Five years of experience in higher education with progressive responsibility for executive or senior level administrative projects and processes, including those performed for college-level or higher education executive leadership.

• Extensive experience in medical school administration and/or program/ project management within a medical college.

Preferred:

• Demonstrated experience in a Chief of Staff or similar role.

• Exceptional communication skills including professional writing and oral communication.

• Proven ability to maintain confidentiality and ensure managerial discretion.
