Overview

The Chief Technology Officer (CTO) is responsible for the overall strategy, implementation, execution, and management of the enterprise technology function at Northwest Federal Credit Union. This role creates and drives the technology vision and strategy of the credit union to include innovation, resiliency and business continuity, infrastructure and associated information security, emerging technologies, enterprise architecture, enterprise applications, data solutions, and cloud services. The CTO ensures the company's key technology initiatives are delivered as planned, and in accordance with associated budget expectations. The CTO leads, coaches, and develops a diverse team of technology resources and contributes to the strategic business goals and objectives.

The CTO operates as a trusted partner to the executive leadership team and should leverage technical acumen to drive high-impact transformation, modernization, and simplification across the organization. This leader should excel in all facets of technology leadership, and be comfortable with cross-functional collaboration, delivery, and execution, and providing quarterly updates to the board of directors. The CTO is a peer to the CISO, so operating in coordinated and collaborative manner, to protect the safety and soundness of the organization, is a critical priority for the CTO.

Responsibilities

The essential functions include, but are not limited to:

  • Provides leadership and manages all IT functions to ensure effective allocation of resources to support the achievement of enterprise-wide strategic objectives.
  • Consults with executive management and key stakeholders regarding alternatives for achieving optimal benefit on IT related change initiatives and investments.
  • Provides leadership and manages all technology resources and assets supporting business applications, enterprise architecture, middleware, database, program management and infrastructure operations to ensure effective allocation of resources to support the achievement of enterprise-wide strategic objectives.
  • Maintains focus and keeps current on emerging technologies, industry trends and best practices across the technology function (software, vendors, cloud, and data/AI) and financial institutions.
  • Accountable for the assessment and communication of all Information Technology risks and threats to include supporting disaster recovery and business continuity, and ensuring resiliency and operational risk requirements are met.
  • Oversees the evaluation and documentation of the processes and controls for the technology function and works to effectively lead coordination with Audit and Risk.
  • In concert with business stakeholders, contribute to the the-short and long-range strategic plans, planning, requirements, and focus on commercial and consumer banking customers.
  • Proven ability to attract, develop, engage, and retain top notch talent, build collaborative high performing teams, and foster a culture of innovation and excellence.
  • Develops, tracks, and controls the Information Technology annual operating expense and capital expenditure budgets.
  • Oversees the selection and management of key technology vendors, suppliers, consultants, and contractors and drives the highest levels of performance, safety, and soundness; provides guidance and direction on the benefits of buy versus build.
  • Consults with executive management and key stakeholders regarding alternatives for achieving optimal benefit on enterprise digital transformation and technology-supported change initiatives and investments.
  • In concert with stakeholders, proactively identifies and addresses the identification of priorities, recommending cost effective and technically sound approaches, and supporting the development of comprehensive business cases for each initiative.
  • Maintains focus and keeps current on emerging cloud-based, digital, FinTech-driven, and other technologies, industry trends and best practices in the IT industry and financial institutions sectors, incorporating findings as appropriate into the bank's environment.
  • Develops, updates, and manages a bank-wide Information Security execution capability, working in concert with the Chief Information Security Officer, as a peer-based relationship, to ensure the integrity and confidentiality of bank and customer data and information.
  • Develops and maintains relationships, and represents the bank in meetings with regulators, internal and external auditors, and other partners and stakeholders.
Qualifications

  • Bachelor's degree in information systems, computer science, or other relevant discipline. Relevant master's degree preferred.
  • Fifteen or more years of relevant information technology experience, preferably in banking or financial services industry; or appropriate combination of education and experience.
  • History and ability to focus on customer experience, revenue opportunities, and efficiency improvement through effective deployment of technology solutions and capabilities.
  • In-depth knowledge of current and evolving information technology systems, tools, techniques, and operations trends. Possess current and modern approaches to working to include engineering principles and a track record of effectively rolling out Agile and Product teams.
  • Proven record of effectively managing enterprise-wide change in the development, implementation, and execution of multi-year technology strategies, programs, products, and services.
  • Excellent leadership, people management and organizational development skills, with a demonstrated ability to motivate in a team-oriented and collaborative manner with a diverse and inclusive workforce.
  • Strong business integration skills, and the ability to effectively communicate with key stakeholders and influence key decisions.
  • Strong general and financial management, analysis, solutions-based problem solving and decision-making skills.
  • Excellent written and oral communications skills. Strong interpersonal skills, with the ability to present technical concepts to both technical and non-technical stakeholders.
  • Ability to obtain and maintain a TS/SCI security clearance.
