The Test Engineer will provide technical support in the area of Test and Evaluation for Surface Navy Vessels and weapon systems. The Test Engineer performs all necessary test and evaluation, milestones, test events, platform builds for Navy Surface Vessels, and high-visibility development builds for testing cutting edge systems. He/she must be equipped and able to work as part of a highly skilled and multi-functional, multi-disciplined team in order to maintain support and assist in Formal Developmental and Operational Tests, Dry Runs, Regression Testing, and Validation and Verification testing.

Qualified test engineer applicants will have a strong background in problem-solving and analytical skills, organizational skills, and interpersonal skills. Test engineers must also be self-motivated, reliable to deliver on time, quick thinking, be able to work in a fast-paced work environment and be familiar and comfortable with using computer software/programs.

A derivative of this exposure is the development if a well-rounded, advanced level of knowledge of systems administration, network administration, software and hardware troubleshooting, and process documentation.

General Duties:

Essential responsibilities and activities include, but are not limited to:

  • Provide management and planning services for T&E, TEMP technical reviews, engineering design recommendations for space changes and shipyard waterfront support.
  • Evaluate and review proposed Combat System ICPs, ECPs and SHIPALTs to determine technical and programmatic impact and recommend course of actions on shipbuilding systems engineering issues.
  • Provide support in researching, planning, budgeting, managing, conducting, executing, and evaluating Combat Systems integration and test/trial activities.
  • Provide backup support to the contract's Program Reviews, participate in trials when necessary, provide Shipchecks, meeting participation and preparing meeting minutes.
  • Provide flexible support to customer for the coordination of requirements reviews, technical reviews, and test events of Combat Systems on all US Navy Surface Ships and the Future Naval Surface Force.
  • Coordinating with internal and external stakeholders
  • Participating in in-depth technical reviews and engineering meetings
  • Providing technical feedback and recommendations to clients
  • Interacting with client and their subcontractor in the assessment and review of deliverables, and integration with C4I systems, and platform design
  • Participating in engineering and system working groups and independently identifying and resolving system issues to ensure customer needs are met
  • Supporting a culture of collaboration, enthusiasm and a proactive nature within the project
  • Surface Warfare operational analysis and engineering design support, development, and testing
  • Concept of employment, Concept of operation evaluation and development
  • Define or perform review of Interface Requirement Specifications (Weapons specs, Communications specs, Data Links, etc.)
  • Support Combat Systems critical task analysis for all watch positions
  • Topside integration and arrangements
  • Training and training system design and development

Minimum Skill Requirements:
  • U.S. Citizenship and Active Secret Security Clearance Are Required.
  • B.S. or Advanced Degree in engineering or related discipline
  • 10 (+) Years servicing Naval Sea Systems Command (NAVSEA) or comparable Dept of Navy or Dept of Defense programs
  • Experience with combat system installations, including combat system light off and testing
  • Experience interfacing with shipbuilders of Navy vessels
  • Experience managing the installation, testing, and repair of fiber optic cabling
  • Experience developing, integrating, testing, and supporting US Navy and combat systems
  • Combat Systems Officer of the Watch (CSOOW), Combat Systems Coordinator (CSC), and Combat Systems Maintenance Manager (CSMM) experience preferred but not required.
  • Commander Operational Test and Evaluation Force Experience or experience in Developmental Testing (DT) and Operational Testing (OT)
  • Naval service and experience onboard Aegis Combat Systems equipped surface ships, weapons centers, training stations, and testing facilities is highly desired.
  • Ability to write clear, concise, and easily readable technical correspondence to document reviews of technical recommendations following technical reviews and collating of comments.
  • Articulate in oral and written presentations; possess high organizational skills and the ability to multi-task to meet deadlines.
  • Experience working dynamic programs with fluctuating scope and integrated coordination of multiple engineering disciplines
  • Possess an understanding of US Navy system architecture and combat systems across logical, functional, hardware, software components
  • Possess operational knowledge of US Navy combatants, weapon systems, and threats

Security Requirements:

Applicant will be subject to a security investigation and must meet the eligibility requirements to obtain and maintain a security clearance issued by the US Government. In addition to the security clearance, this position may require an additional background screening for base access.
