Purpose:

The Construction Executive (C.E.) plans and carries out policies related to the management of multiple construction projects at multiple bases / posts / locations. The C.E. will monitor the management labor on every project under their direction with the project manager to ensure that budgeted labor is met and not exceeded. This will include managing the construction process to ensure that the management is allocated at the correct phases of the project and not over staffed or under staffed.

Essential Functions:

  • Safety and Security: The C.E will work with the Safety Director to ensure that the safety policies of the Accident Prevention Plan are enforced and will follow up with the project manager regularly to review all required documentation. When on site, the C.E. will participate in a safety review of the project functioning as a second set of eyes for the Safety director. It is the C.E.s responsibility to ensure all assigned projects are conducted in a safe environment.
  • Customer Service: It is the responsibility of the C.E. to commit him/herself to customer service in representing the company and providing a quality product as the customer contracted for. The will ensure that the project managers are providing the quality as paid for. The C.E. will meet regularly with onsite customer personnel as well as contracting personnel and promptly address any concerns.
  • Profit Management: Continuously monitor the project budget and applies procedures to maintain profit levels as established in the initial budget as well as monthly updates. The C.E. will review each budget looking for means to produce the most efficient and economical path for completion of the project while still maintaining delivery of a quality product. Included in this responsibility is to properly manage the KC budget process and ensure all direct reports understand and utilize this process.
  • Cash Flow: Understands and applies procedures to ensure a positive cash flow for the entire duration of all projects under their supervision. This position ensures that subordinates follow the parameters establish by the contract and company policies to correctly invoice on time, process subcontractor payments, ensure accounting has all required documentation in order to render payments to subcontractors.
  • Communication: The C.E. will possess strong communication skills to articulate directions both orally and in writing upstream and downstream. The C.E. will be the main line of communication with the overall customer (Facility Manager, CoE, GSA or other contracting agency). They must be able to quickly and articulately define any issues with projects under their control. They set the overall tone for communications at all levels.
  • Follows Company Policy: Adheres to all company policies and procedures with attention to items that affect other employees and projects. They will monitor all activities on each project and ensure that all employees are following company policies so as to not jeopardize any aspect of the company.
  • Team Player: Helps, supports and communicates with all company employees. Maintains a positive attitude and sells the company at every opportunity to both internal and external customers and partners. They understand the bigger picture of the program and do all they can to establish the company in that picture.
Supervisory Responsibilities:
  • The Construction Executive has the responsibility to make sure all personnel assigned to him/her are properly training and are mentored in order to develop them for future assignments. It is their responsibility to understand the strengths and weaknesses of each employee and work with them to develop a plan to help them achieve their professional goals through proper development.
Education/Certifications:

Bachelors Degree in Engineering, Construction Management, Business Management. 10 years of field experience.

Required Qualifications:
  • Current in 30 hour OSHA certification, 1st Aid / CPR and Corps of Engineers Quality Control.
  • Additional training certifications in excavation, fall protection, lock out / tag out etc is desirable and may be required for certain projects.
  • Knowledge of the construction process involved in each project. Given the diverse projects that the C.E. will undertake they must continue to follow up on the technology as it advances in relation to the industry.
  • Ability to read, analyze and interpret construction documents including blue prints, contracts (both upstream & downstream), design specifications, shop drawings, submittal data, understand subcontractor bids and scopes in relation to their contract.Experience developing project-specific budgets and schedules.
  • Ability to budget projects and review budgets, develop proposals to the customer as well as change orders to the customer, analyze subcontractor change orders to ensure they follow the contract.
  • Ability to apply principles of logical thinking to a wide variety of problems both known and anticipated. Ability to define problems, establish facts, draw valid conclusions and make sound decisions to resolve conflicts.
  • Must be proficient with MS Office, MS Projects, AutoCAD Reader, View point and other various programs they may become necessary or required by contract. Must have the capability of preparing spreadsheets and reports to monitor all projects under their authority.

While performing the duties of this job, the employee is regularly required to talk or hear. The employee is frequently required, sometimes for extended periods, to walk, stand, or sit. This role routinely uses standard office equipment such as computers, phones, photocopiers, filing cabinets, and fax machines. The employee is occasionally required to climb ladders or stairs; use hands to type, finger, handle, or feel; reach with hands and arms; balance, stoop, kneel, crouch, or crawl; and get in and out of vehicles. The employee must occasionally lift and/or move small or large objects up to 50 pounds. Specific vision abilities required by this job include close vision, distance vision, color vision, depth perception, and ability to adjust focus.

While performing the duties of this Job, the employee is frequently exposed to outside weather conditions and occasionally exposed to moving mechanical parts and high, precarious places. The noise level in the work environment is usually moderate. Typical hours are Monday through Friday, 7:00 AM to 4:00 PM, however hours can fluctuate depending on project needs to include evenings, nights, and weekends. Local travel to construction worksites may be required.
