Dow has an exciting opportunity for a Construction Scheduling Subject Matter Expert (SME) located in Houston, TX. The Construction Scheduling SME has overall responsibility and accountability for the development and implementation of the Construction Scheduling procedures and best practices globally in alignment with the Global Project Methodology (GPM) work process. This person ensures Construction scheduling processes promote a safer and more competitive advantage on all projects. The Construction Scheduling SME provides leadership and direction to the global scheduling team driving optimization of leveraged expertise to maximize improvement impact across the Technical Expertise & Support organization.

Responsibilities / Duties

  • Leads the utilization of project controls work process and best practices to drive project performance with regards to cost and schedule in the execution phase of projects.

  • Provides overall leadership and guidance to the project controls resources assigned to the project. Monitors project demands and escalates to management when additional resources are needed.

  • Owns all documents and deliverables created to provide guidance to the Construction Scheduling team for the execution of projects in the field.

  • Supports Independent Project Analysis (IPA) reviews as required.

  • Establishes thresholds for Management Intervention Process.

  • Works closely with Scheduling Global Improvement Leader to define standards for Construction scheduling, work processes and tools, competitive assessments and benchmarking to create competitive advantage.

  • Works closely with project teams to leverage best practices across global expertise teams, technology improvement teams and technical talent development programs.

  • Provide oversight for the globally leveraged Technical Expertise & Support (TES) Construction Scheduling resources to drive optimization of leveraged expertise to maximize impact across Dow projects.

  • Assist Dow Scheduling GIL and DAS by providing proposed revisions to the Dow Best Practices regarding construction scheduling and construction contracts when necessary

  • Helps integrate Construction scheduler into the project team

  • Assists Construction schedulers with all training in Dow processes and procedures for management of construction schedules

  • Assists and trains Construction scheduler in methods of identifying potential schedule risks, risk mitigation and improvement opportunities through their analysis of the overall construction schedule, as well as schedules provided by the individual contractors

  • Assists and trains Construction scheduler in understanding and identify bridging of gaps between multiple construction contractors and overall construction schedule management, providing information and data that enables the Dow Project Teams to make better decisions.

  • Assists and trains Construction scheduler in analyzing the contractor's weekly construction schedules, plans, progress, productivity and monthly schedule updates for comparison to reported progress and alignment of cost forecasts.

  • Assists and trains Construction scheduler in providing recommendations on cycle time reduction opportunities and techniques as applied to construction and startup scheduling.

  • Assists and trains Construction scheduler in performing construction staffing density checks or staffing limitation checks to analyze and validate schedule durations and forecast completion dates

  • Assists and trains Construction scheduler in critical path analysis to determine problem to project schedule and resource overloads and how to alert the project team to critical scheduling issues and potential alternatives.

  • Assists and trains construction scheduler in interacting with Dow Project Construction Manager.

  • Represents the Global Project Controls team through working closely with Field Execution Technology group by providing support with:

  • Develop and Maintain Field Execution Technology Productivity Dashboard

  • Coaching CMs and tracking Construction Productivity

  • Installation Rates

  • Field Change Order tracking

  • Elevated work Reduction

Experience

  • A minimum of a Bachelor's degree OR 10 years of experience in construction scheduling and project controls required.

  • A minimum of 8 years of relevant industry experience is required.

  • A minimum requirement for this U.S. based position is the ability to work legally in the United States. No visa sponsorship/support is available for this position, including for any type of U.S. permanent residency (green card) process.

Note: Domestic relocation assistance is available for this role and may be provided based on eligibility.
