Job Purpose:

The Controller position is responsible for managing the accounting operations of the bank, including assisting in the production of financial reports, maintenance of an adequate system of accounting records, and ensuring a comprehensive set of controls and budgets designed to mitigate risk and enhance the accuracy of the bank's reported financial results.

The position of Controller recommends and implements accounting policies and procedures to ensure effective financial controls and is responsible for performing intermediate and advanced duties related to accounting and ensuring that accounting processes comply with generally accepted accounting principles, as well as state and federal banking regulations.

Duties & Responsibilities:

Management

  • Maintain a documented system of accounting and related policies and procedures.
  • Manage the operations of the accounting function of the bank, including the design of an organizational structure adequate for achieving the bank's goals and objectives
  • Manage the accounting operations of the bank, especially its control systems, transaction-processing operations, and policies and procedures.

Transactions
  • Responsible for complex accounting, including but not limited to tax calculations, lease accounting, sale accounting and equity awards
  • Ensure that accounts payable are paid in a timely and accurate manner and that accounts receivable are collected promptly
  • Ensure that all reconciliations, including correspondent banks, are completed and outstanding items are cleared in a timely fashion
  • Maintain accruals, prepaids and fixed assets, ensuring accuracy of values and related transactions
  • Maintain the chart of accounts
  • Support payroll processing, providing oversight and review
  • Assist with vendor management, including review of vendor financials and general maintenance of system

Reporting
  • Responsible for the accurate and timely completion and submission of the FFIEC quarterly call report
  • Assist in the issuance of timely and complete financial statements
  • Assist in the preparation of the corporate annual report and financial press releases
  • Calculate variances from the budget and report significant issues to management
  • Maintenance and preparation of cost studies, such as loan expense deferral
  • Provide requested information to tax preparer for quarterly and annual returns

Compliance
  • Assist in the coordination with external and internal auditors for their periodic reviews in accounting and financial reporting
  • Assist in the coordination with the regulators of the bank during their examinations in relation to accounting, investments and ALM/IRR
  • Comply with local, state, and federal government reporting requirements and sales tax filings

Shareholder Relations
  • Assist in communications with shareholders including address changes, obtaining proxy votes and other coordination with stock transfer agent
  • Responsible for accounting related to equity awards

General:

Compliance
  • Complies with all bank policies and procedures and all applicable government regulations including, but not limited to [fill in based on job responsibilities] regulations, staying current and knowledgeable of all policies, procedures and regulations related to the job functions and completing all assigned training on time, requesting additional training as needed to be proficient in all job responsibilities; cooperating with internal and external auditors and bank examiners by providing full cooperation and timely delivery of requested documentation and information; and reporting concerns about compliance to the Compliance Officer to enable prompt remediation.
  • Complies with Bank policies and procedures relating to the Bank Secrecy Act (BSA), and Anti Money Laundering (AML) and Office of Foreign Asset Control (OFAC) guidance. Report suspicious activity to the BSA Department through a Suspicious Incident Report (SIR).
  • Adheres to privacy and information security policies, and ensure all sensitive internal and external customer information is properly secured and safeguarded. Use secure methods delivering client and/or confidential data by email.

Qualifications:

These specifications are general guidelines based on the minimum experience normally considered essential to the satisfactory performance of this position. The requirements listed below are representative of the knowledge, skill and/or ability required to perform the position in a satisfactory manner. Individual abilities may result in some deviation from these guidelines.
  • The Controller should have a Bachelor's degree in accounting or business administration, or equivalent business experience and 5+ years of progressively responsible experience for a community bank or division of a large corporation. Preference will be given to candidates with the Certified Public Accountant, Master Degree in Business Finance or Certified Management Accountant designations.
  • Advanced math skills; including knowledge of gap accounting principles, advanced accounting skills, the ability to calculate interest and balance accounts; add, subtract, multiply and divide in all units of measure, using whole numbers, common fractions and decimals; locate routine mathematical errors; count currency, coin and negotiable instruments in a timely manner.
  • Effective oral, written and interpersonal communication skills with the ability to apply common sense to carry out instructions, interpret documents, understand procedures, write reports and correspondence, and speak clearly to customers and employees.
  • Ability to deal with difficult problems involving multiple facets and variables in non-standardized situations.
  • Effective organizational and time management skills.
  • Ability to work with minimal supervision while performing duties.
  • Current California driver’s license and a vehicle with appropriate insurance coverage if required to drive in the course of performing assigned duties and responsibilities.
