Overview

SUMMARY

Stampede Ventures, a subsidiary of Bering Straits Native Corporation, is currently seeking a qualified Cost Estimator for our Belcamp, MD office. This position is responsible for preparing detailed cost proposals in response to government and private solicitations. Individual must possess the ability to review and extract requirements from formal solicitation documents; solicit and obtain quotes for materials, equipment, and subcontracted tasks, and manipulate large work breakdown structures developed to support task totals; highly proficient with MS Excel to accurately develop and refine complex formulas and linkages on cost spreadsheets. Cost Estimator supports the development of budgets, as well as the design optimization and constructability of the Project. Successful candidates will be familiar with the conceptual planning, preliminary design, design-build process, design bid build process, able to work independently and be comfortable interfacing with all members of the design, construction, and management teams.
Responsibilities

ESSENTIAL DUTIES & RESPONSIBILITIES

  • Review Government Requests for Proposals (RFP) and Invitations for Bid (IFB) to determine specific cost requirements ensuring proposals are prepared timely and in accordance with requirements.
  • Develop formats for cost proposal data to comply with Government requirements and prepare spreadsheets using Microsoft Excel.
  • Ability to develop, refine and format advanced formulas in MS Excel, and update or refine cost templates for use by Stampede Ventures personnel.
  • Develop accurate and detailed cost estimates and be able to distribute specific costs accurately utilizing work breakdown structures or other cost allocation methods.
  • Participate in strategy meetings and provide input on cost related matters as required, including cost strategy for initial proposal and subsequent revisions.
  • Ability to perform thorough take offs to establish bid quantities, either conceptually or designed.
  • Perform cost proposal reviews, evaluating formula integrity and responsiveness to Government RFP, make recommendations on methods, procedures, and techniques for refinement of proposal.
  • Prepare cost/pricing presentations for management as requested/required.
  • Prepare accurate cost proposals for Design-Build and Design-Bid-Build type projects.
  • Review the scope specified within the RFP from a fully designed bid package and prepare a detailed all-inclusive cost estimate based on the RS Means cost database
  • Review the scope requirements of a conceptual statement of work and prepare a detailed conceptual estimate based on the RS Means cost database. Prepare a written scope of work including bid clarifications/assumptions included in the conceptual estimate.
  • Prepare proposal packages and RFQ's and solicit pricing from multiple subcontractors for each division of work per the RFP requirements.
  • Manage pre-bid RFI's and field bid questions from potential subcontractors.
  • Review quantities and ensure there is a fair and reasonable representation of scope.
  • Prepare RS Means estimates as required.
  • Review the material pricing and validate against RS Means estimate created by subcontractors.
  • Prepare detailed breakdown of components and elements of estimates for systems and subsystems (Work Breakdown Schedule (WBS))
  • Participate and run negotiation meetings with customers through final award.
  • Provide post-award debriefs to internal staff and assist in budget development, buyout and EAC development.
  • Work hand-in-hand with proposal managers and subject manner experts on pricing roadmaps including writing to the pricing development as part of the technical proposal.
  • Prepare a construction schedule utilizing both Microsoft Project and Primavera P6 software.
  • Perform other duties as assigned.
Qualifications

QUALIFICATIONS - EXPERIENCE, EDUCATION AND CERTIFICATION

Required (Minimum) Qualifications
  • Proficient with RS Means pricing databases and applicable city cost indexes.
  • Proficient with e4Clicks and/or large-scale estimating software.
  • Prior advanced cost proposal and work breakdown development experience is required.
  • Experience with various contract types including FFP, CP, Design/Build, and Design/Bid/Build Contracts.
  • Ability to write, review and or edit cost narratives as required.
  • Experience with On-screen Take-off or other similar software.
  • Demonstrated proficiency utilizing standard MS Office applications (including Excel, PowerPoint, and Online meeting software platforms).
  • Proficient with other industry estimating databases and other estimating data sources (HeavyBid).
  • Experience with Adobe Acrobat and/or Bluebeam.
  • Experience with Microsoft Project and Primavera P6 software.
  • Ability to produce conceptual estimates, detailed estimates and support negotiation efforts related to each proposal.
  • Experience in the generation of cost estimates standard for a General Contractor specializing in federal construction projects.
  • Working knowledge of widely accepted cost estimating methodologies required by owners, consultants and/or contractors.
  • Demonstrated ability to approach technical issues, identify alternative solutions and solve complex problems.
  • Experience with development and publications of basis of estimates to support estimates.
  • Experience working in a highly dynamic environment with proposal managers, subcontractors, vendors, designers and subject matter experts while maintaining tight timelines.
  • Ability and comfort with running pricing review meetings and negotiation meetings with multiple stakeholders.
  • Ability to travel as required to attend prebid walkthroughs, proposal development meetings with teaming partners, etc. May include occasional air travel and overnight stays.

Knowledge, Skills, Abilities, and Other Characteristics
  • Minimum of 5 years of relevant cost estimating experience.
  • Ability to manage the workload including setting priorities and meeting schedules effectively.
  • Ability to multitask with many proposal efforts ongoing at one time.
  • Ability to communicate effectively, orally and in writing.
  • Comprehensive knowledge of subcontractor/vendor relations and processes.
  • Must be task oriented, self-motivated with the inherent ability to multitask, work under pressure, meet deadlines and work as team member.
  • Must possess outstanding interpersonal skills as well as excellent oral and written communication skills.
  • Must be able to take a written SOW/PWS and create an accurate cost proposal.

Preferred
  • 3 years federal contracting estimating experience to include contracts and subcontracts.
  • Technical background in key trades via work experience or formal education such as civil, electrical, architectural, mechanical, etc.
  • The ability to work out of our Belcamp, MD office is preferred but there could be the potential to work out of a different office location.

Due to the nature of our work, the ability to access construction sites would require the ability to stand for long periods, walk on uneven surfaces, access crawl spaces, climb ladders, etc.

DOT COVERED/SAFETY-SENSITIVE ROLE REQUIREMENTS
  • This position is not subject to federal requirements regarding Department of Transportation "safety-sensitive" functions.
WORK ENVIRONMENT

Work Environment characteristics described here are representative of those that must be borne by an employee to successfully perform the essential functions of this job.

Job is mostly performed in an office setting with exposure to computer screens and requires extensive use of a computer, keyboard, mouse and multi-line telephone system. The work described herein is primarily a modern office setting. Occasional travel may be required. Be able to attend site visits and maneuver around a construction site.

SUPERVISORY RESPONSIBILITIES
  • No supervisory responsibilities.

ADDITIONAL QUALIFYING FACTORS

As a condition of employment, you will required to pass a pre-employment drug screening, as well as have acceptable reference and background check results to obtain access to military base. Must have reliable transportation to/from work a necessity and must be able to obtain access to military installations.
