Job Title: Cyber Defense Network Operations SME-Delta 6 Technical Subject Matter Expert

Job Location: Colorado Springs, CO.

Job Summary:

Galapagos Federal Systems, LLC is looking to fill the Delta 6 Technical Subject Matter Expert and Operations Officer. This position provides expertise and supports DoD's assured space access and Defensive Cyber Operations (DCO) for national space enterprise and joint warfighters. To accomplish its mission, Delta 6 leads, directs, executes, and manages USSF Cyber defending the USSF's ground-based networks, devices, space vehicles and command and control networks that enable space-based operations against foreign actors attempting to deny, degrade, or influence the cyberspace domain. The Delta 6 mission to identify, protect, detect, respond, and recover from cyber-attacks and intrusions to secure the networks and space-based weapon systems, this critical mission ensures the availability and integrity of the space enterprise for global warfighter operations in, from, and through space and cyberspace in all environments across all phases of conflict.

The contractor will need Cyber Defense Team experience, the requisite operational knowledge on cyber defense, and outstanding collaboration skills to collaborate with non-Cyber squadrons for overall defense and education. The contract will work directly with the Commander of Delta 6 to advise them of necessary implementation actions to include developing and executing the Cyber Roadmap Execution Plan.

Job Requirements

Essential Duties and Responsibilities:

• Provide strong management and direction and is focused on high performance work.
• Responsible for contributing to and leading engagement work plans and selecting, modifying, and using the appropriate consulting tools for each engagement.
• Serves in the role of team leader over assigned support areas and instructing, directing, and monitoring the work of other project staff.
• Assumes responsibility for selecting and using appropriate consulting tools and resources for the engagement. Conducts analysis of work plan completeness, prepares inputs for status reports, and supports quality control practices. Performs analyses of fundamental client issues, assesses appropriate alternatives, and recommends solutions. Communicates expectations to project team and escalates appropriate issues to senior level project staff. Maintains technical knowledge within industry and service line.
• Conducts analyses of delivery problems and develops creative solutions and recommendations. This position also may perform organizational assessments, program audits, and evaluations, system alignment, and process and productivity improvement.
• Provide on-site, embedded Cyber Operations/Warfighting advisory support for the duration of the period of performance. The Cyber Operations SME will be an expert in applying Cyberspace Defense Capabilities to United States Space Force systems (understands the challenges/mitigations in coordinating 'bolt-on' DCO capabilities with USSF mission system program offices) as well as providing Cyberspace Operations/Warfighting expertise to include developing TTPs/Policies/Operational Reporting/Authorities documentation.
• Provide on-site implementation support as defined by the Cyber Roadmap Execution Plan. The Action Officer supporting implementation activities may not be required to be embedded with the ADVON team, allowing for more flexibility and cross-utilization in performing common functions (e.g., staffing multiple Organization Change Requests through S1 to HAF).
• Understand DoD Organizational Change and what is required to build squadron-level units from scratch (turnkey). Knowledge areas should include Physical space requirements basing actions, SCIFs, GSA lease options, manpower, MILCONs, finance, training, and other functions necessary. Candidates should be able to find the proper POC for each and have an educated conversation with them and be able to follow up on specified tasks.

Skills / Experience Required:

• Minimum of 5 years of consulting and/or directly relevant industry experience.
• Experience includes senior-level management and direction on client engagements, extensive experience in all aspects of leading a project, understanding business needs, experience in formulating project definition, isolating success factors, and aligning firm objectives with client needs.
• Previous member of Cyber Defense Team
• Other experience includes management of local resources, administration of project work plans and processes, and core capabilities in information systems design and technical solutions.

• Ability to organize, prioritize and meet deadlines
• Capable of conveying complex information in a simplistic manner
• Strong critical thinking and problem-solving skills
• Strong self-starter requiring minimal supervision
• Able to take proactive measures to prevent problems rather than reactive by nature
• Strong verbal and written communication to effectively express concepts, plans, and proposals

Security Clearance:

Must be a U.S. Citizen. A high-level Department of Defense (DoD) active security clearance may be required. Applicants selected will be subject to a security investigation and may need to meet eligibility requirements for access to government information.

Physical Requirements:

Work may involve sitting or standing for extended periods of time and typing and reading from a computer screen. Must have enough mobility, including bending, reaching, and kneeling, to complete daily duties in a prompt and efficient manner and may include lifting thirty (30) pounds, as necessary.
