Description:

I Accountability Objectives:
The Department Clerk - Labor & Delivery facilitates and organizes the activities of the Labor & Delivery desk in conjunction with the Clinical Supervisor, and acts as a liaison for the flow of direct patient care, and clinical and nonclinical services, while working within time critical deadlines. Maintains a current knowledge of the Unit either by direct or via communication devices to enhance the delivery of health care to patients.

II Position Qualifications:

Minimum Education, Licensure / Certification and Experience Required.

A. Education

  • High school diploma, GED required or equivalent.
  • College education preferred.

B. Licensure / Certification
  • Certification by an accredited Unit Secretary/Health Unit Coordinator training course or equivalent working experience.
  • Functional knowledge of medical supply/equipment nomenclature. Obstetrical and medical terminology preferred.
  • Must successfully pass Medical Terminology test with 80% score prior to hire or transfer.

C Special Skill / Aptitudes
  • Excellent customer service orientation skills necessary in order to deal effectively with various levels of hospital personnel, outside customers and community groups.
  • Personal computer skills and applicable software knowledge (i.e., word processing or database software) necessary in order to enter and retrieve data from the electronic medical record and scheduling systems.
  • Organization skills necessary in order to prioritize and coordinate multiple tasks in a high stress environment.
  • Interpersonal skills necessary in order to interact in an effective manner with staff and physicians to collaborate within a team, with other departments and various levels of Hospital personnel, while demonstrating a respectful work environment.
  • Excellent customer service skills necessary to deal effectively with various levels of hospital personnel, outside customers and community groups.

D. Experience
  • Prior experience facilitating patient flow and patient scheduling within past 3 years strongly recommended.
  • Previous work experience in Maternal Medicine/Labor & Delivery care area preferred.

III Duties / Responsibilities:

Customer Service Responsibilities:
  • Greets all staff, physicians and visitors presenting to the department/unit with warm, friendly customer service interactions.
  • Facilitates inquiries from family to patient related to their delivery status or condition while maintaining patient confidentiality at all times.
  • Creates a positive service-focused experience with each patient/family interaction.
  • Serves as an ancillary support/resource to staff, physician and visitors, reporting directly to Nurse Manager or designee.
  • Assists physician and staff with locating necessary patient records and clinical resources/physicians. Serves as point of contact for physicians and their respective office staff.
  • Handles all telephone communication for the unit including placing and receiving calls from physicians, other departments and visitors. Routes calls to appropriate staff, takes accurate messages and relays messages to staff.
  • Reviews department visitation policy with patient and facilitates preregistration of labor coach, siblings and grandparents.
  • Collaborates with central scheduling, OB Nurse Manager/designee and physician/physician office to assist in the scheduling of obstetrical procedures to the unit. Facilitates scheduling of diagnostic procedures/tests such as ultrasound exams.
  • Maintains professional, organized desk environment. Stocks, files and maintains inventory of necessary clerical/office/paper supplies and reorders as needed.
  • Serves as a unit liaison and resource for other ancillary departments including: EVS, Clinical Engineering, B&G, Lab, Admitting, etc.

Culture of Safety Responsibilities:
  • Enforces controlled access and visitation to the fifth floor.
  • Maintains visitor sign in logs.
  • Provides guest passes/bands. Seeks immediate assistance in any conflict resolutions/security breaches.
  • Demonstrates expert competence with electronic medical record. Initiates, labels and maintains the patient paper record. This includes preparing the chart for delivery, printing Forms on Demand/labels/face sheets, retrieving external health records, filing within proper chart dividers, and front end scanning (prenatal records, scheduling forms, induction consents, VBAC checklists and VBAC consents).
  • Manages patient records coming from printer and fax machine. Enters VTE order into Electronic Medical Record.
  • Facilitates expert team support with downtime processes, including use of downtime computer, printing of unit census and key clinical documents, and physician orders/tests.
  • Prepares daily emergency contact numbers at beginning of shift for OB attending, In-house attending, residents, RNs, MDA, CRNA, Peds delivery team and LDTA.
  • Monitors the no-admit list and communicates to charge RN known conflicts upon scheduling/admission.
  • Responds appropriately during emergencies, not limited to Fire, Rapid Response, Code Blue, Precipitous delivery, OB Class I or II, Peds for delivery, Security threats, External disaster and weather.
  • May act as the primary communication in emergency situations as needed.
  • Develops expertise admitting/monitoring/discharging newborns from HUGs infant security system.
  • Reconciles HUGS roster to newborn patient list in Cerner each shift. Responds immediately and appropriately to all security alarms. Knowledgeable about infant abduction prevention strategies.
  • Responds immediately and appropriately to all threats.
  • Participates in Code Pink Drills.
  • Maintains proper functioning of telephone, computers/printers, multifunction/fax, scanner operations. Assists with the tracking and monitoring of equipment assigned to the unit. Requests services for maintaining equipment as needed.

Regulatory Responsibilities:
  • Maintains and communicates an accurate patient roster, EMTALA log and workflow sheets.
  • Collaborates with Admitting in the registration process of all incoming patients to the department. Faxes patient identification and insurance information to registrar. Verifies patient demographics and encounter number. Prepares ID/allergy bands.
  • Notifies RN of patient arrival for check-in. Obtains/witnesses the General Hospital Consent to Treat. Initiates security/no-news restrictions as needed. Provides patient with Patient rights and privacy information.
  • Demonstrates knowledge and sensitivity to patient rights, privacy and confidentiality, including HIPAA, Newborn Safe Surrender Law, Protective Services, and Adoption/Surrogacy.
  • Prepares/reconciles billing slips for charge capture personnel pickup.
  • Prepares/reconciles disassembled charts in proper order for Medical Record pickup. Prepares unit logs and fetal monitor strips for off-site storage.
  • Maintains environment of care for compliance for hospital accreditations/regulations.
  • Performs basic cleaning duties including hugs/kisses bands and wheelchairs between patient use. Moves wheelchairs to designated alcove. Cleans telephone/keypad/mouse after use. Facilitates clean desk environment with EVS.
  • Restricts food/drink and lab specimens/dirty or contaminated medical supplies at desk.
  • Demonstrates expert knowledge on obtaining/releasing patient medical records or patient requests for copy of medical records.

  • Demonstrates competency working both unit desks, 5E Reception Desk and 5E Back Control Desk. Never leaves a desk unattended without first arranging for appropriate desk coverage.
  • Demonstrates professional onstage work appearance, with strict adherence to the hospital dress code and smoke/fragrance free policy, wears badge at chest level and refrains from personal phone calls/electronics while on-stage.
  • Participates in shift handoff, daily team huddles, meetings, mandatory education, in-services,
  • competency/skill day programs, healthstream and quality assurance/process improvement (QAPI) projects as necessary. Maintains awareness of department policies as they relate to operations.
  • Other Duties as assigned

V Dept/Unit Specific:
  • Knowledge of infant abduction prevention and emergency response.
  • Labor & Delivery Visitor and Control Desk environments requires the need to act quickly, efficiently and accurately with multiple tasks and interruptions.

V Working Conditions:
  • Working in the patient care environment may result in exposure to communicable diseases and hazardous substances. Exposure is limited when established safety procedures are followed.
  • Working weekends and holidays is necessary to meet staffing needs.
