  • The Dept. of Legal and Administrative Services is seeking a Deputy City Clerk to perform customer service and administrative duties as well as to act as a backup to the City Clerk.

    Duties:

    • Types documents, reports, forms, correspondence, notices, agendas, etc. Sorts, files and photocopies materials.
    • Performs City Clerk duties in his/her absence or as assigned.
    • Provides information to customers, assists the public in completing permit and license applications, registers voters and refers callers and visitors to appropriate person or agency. Issues city-regulated licenses and permits. Maintains license and permit records.
    • Attends Common Council meetings and acts as recording secretary as assigned. Transcribes Common Council proceedings minutes from recording.
    • Assists in maintaining the Clerk's portion of the City web site.
    • Maintains filing systems for city ordinances, resolutions, contracts and agreements. Indexes Council actions in computer records.
    • Performs election administration tasks. Recruits and schedules election inspectors. Organizes voting at nursing homes. Mails absentee ballots as requested. Enters voter registration data and election setup into the Statewide Voter Registration System. Must obtain certification through the State Elections Board.
    • Cross train to assist in and provide customer service for the City Attorney and Mayor's offices

    Minimum Requirements:
    Associates degree from an Administrative Professional program and 2 years of experience; or 3 years or more of Administrative experience and/or training. Municipal or government experience preferred.


    Hours:
    37.5 hours per week. Occasional evening meetings.


    Pay:
    Salary range is $40,539 - $58,239. Starting salary is negotiable up to the grade midpoint of $49,138 based on previous experience.

    Medical Coverage

    The City of Neenah offers eligible employees a choice of PPO broad coverage health insurance plans. Each specific health plan has a health reimbursement account (HRA). These plans are available for single or family coverage.
    The City also offers a health insurance opt-out program for those employees who have health insurance through another source.

    Dental Coverage

    Eligible employees may choose either single or family coverage.

    Life Insurance

    The City provides basic life insurance in the amount of one times an employee's annual salary at no cost to the employee to all eligible employees (any employee who is WRS eligible).
    Employees have the option to elect Supplemental, additional, and Spouse/Dependent coverage at their own cost. Rates of these coverages are determined by age and salary.

    Time Away from Work

    The City of Neenah offers several paid time off benefits that include: vacation, holidays, floating holidays, sick leave, funeral leave and jury duty leave.

    Wisconsin Retirement System

    The City of Neenah participates in the Wisconsin Retirement System. All eligible employees are automatically enrolled into the Wisconsin Retirement System (WRS). The City of Neenah pays the employer portion and each eligible employee is responsible for the employee portion.

    Flexible Spending Account Plan

    Eligible employees may elect to participate in a flexible spending account (FSA) plan. The FSA plan allows employees to have payroll deducted pre-tax and kept in an account that the employee may use for certain medical, dental, or vision costs not covered by insurance, or for dependent care, or for independent health premiums.

    Employee Assistance Program

    The City of Neenah has an Employee Assistance Program (EAP). This service is offered at no cost to its employees and their immediate family members to help deal with life's stresses.EAP consists of caring individuals who are certified counselors. They can also help by referring the employee to another resource if assistance is needed beyond the EAP.

    Deferred Compensation

    Deferred Compensation allows employees to set aside pre-tax earnings toward retirement. The amount deferred reduces year-end state and federal income tax base. All the earnings will accrue tax-free until such time as the assets are withdrawn, generally at retirement, termination, or other special circumstances.There is also an after-tax 457 Roth contribution option. The City does not contribute to these plans.

    Employee Health Clinic

    City of Neenah employees who are eligible to participate in the City's health insurance program, and their eligible family members (spouses and children between the ages of 2 and 26) may use the Neenah Employee Health clinic. Employees who are enrolled in a City health plan may use the health clinic free of charge. Employees and their dependents who are eligible for City insurance but participate in the opt-out program, as well as retirees and their dependents who are maintaining City insurance, will be responsible for a $40 co-pay to use the clinic.
