Location address is 20000 Kingwood Drive, Kingwood, TX 77339.Job Description PURPOSE AND SCOPE:The Director of Human Resources will be responsible for strategically directing all Human Resources aspects of LSC adhering to all local, state, and federal laws and to the mission and values of LSC. Acts as a site manager for HR functions and protects the interest of LSC with regards to employment by supporting a Lone Star College Campus to hire, orient, train, advise, develop, discipline, and terminate employees at all levels throughout the employee life-cycle. Will direct and administer college human resources functions and recommend solutions within approved policies and guidelines to ensure compliance with legal mandates. Works closely with different offices including Payroll and HR Support Services to provide accurate interpretation and implementation of policies and procedures. ESSENTIAL JOB FUNCTIONS:Administer human resources functions including employment, orientation, compensation, employee relations, job evaluation, and benefit programs; Oversee and/or approve processing of forms for completeness and accuracy including forms for employment, employment contracts, insurance enrollment, performance evaluations, promotions, and terminationsAssist supervisors and employees in understanding HR-related policies; Research problems and recommend solutions through appropriate channelsHandle employee relations including employee investigations in conjunction with Leadership, Supervision, and if necessary, Compliance and Office of General Counsel (OGC); Work to protect the college from escalated employment related issuesPartner with LSC location administrators and managers, counterparts at other LSC locations, and the System level HR department to develop strong working relationships in order to foster Human Resources' role as a part of the campus community and the LSC community at large; Partner with campus/location groups to provide HR leadership to all levels of the campus organization including PSSA, Faculty Senate, President's Cabinet, and Student ActivitiesEnsure that HR policies, procedures, and processes are administered in accordance with current federal, state and local employment lawsPlan, develop, and implement timelines and procedures for college-wide human resources/payroll functions including benefits, job evaluation, performance evaluation, and special employment agreementsMaintain accurate data and produce statistical reports related to affirmative action, turnover, budgeting, employment and other functionsDevelop content for and participate in the delivery of employee relations education programs for managers and supervisors to ensure an understanding or expectations related to employee relations policies, procedures, processes and employment laws, rules and regulationsDevelop and present oral and written communications and training related to various human resources topicsFacilitate the employee hiring process by working with Direct Reports, Compensation, Benefits, Recruiting, Payroll, and campus stakeholders to ensure a smooth and complete hiring process for full-time and part-time Administrative, Faculty, Staff and Student WorkersManage campus/location HR department staff and provide leadership and guidance for daily job functions; Assist in setting priorities of work for HR Coordinator(s) and HR Specialist(s) based upon needs of the campus/locationMonitor department budget to support the campus HR function and staff development Responsible for other reasonable related duties as assigned KNOWLEDGE, SKILLS, AND ABILITIES:Excellent customer service skills/focus; Ability to establish and maintain effective working relationshipsWorking knowledge of federal and state HR laws, statutes, and regulations; the ability to interpret and apply those policies, regulations and rulesAbility to plan, direct, motivate, and provide guidance to staffAbility to set priorities and meet deadlinesAbility to deal with ambiguity, learn quickly, and adapt to changeSolution-orientedStrong quantitative and analytical skills; Strong attention to detailAbility to multi-task; Ability to plan, organize, maintain detail orientation and coordinate multiple projects in a fast paced environmentProficiency with common office software and demonstrated knowledge of HRIS Systems to support functional areas (i.e. PeopleSoft's HCM) PHYSICAL ABILITIES:The work is sedentary. Typically, the employee sits comfortably to do the work. However, there may be some walking; standing; bending; carrying of light items, such as papers, books, or small parts; or driving an automobile. No special physical demands are required to perform the work. WORK SCHEDULE AND CONDITIONS:PC workstation running on a LAN in a Microsoft Windows environment, calculator, phone and other general office equipmentInterface with internal and external contacts as needed to carry out the functions of the positionWork is performed in a climate-controlled office with minimal exposure to safety hazardsOccasional travel to other LSC Campuses

REQUIRED QUALIFICATIONS:

  • Bachelor's degree, and at least 7 years of progressive human resources experience, or an equivalent combination of education and experience
  • Experience must include at least 3 years in a manager- or director-level position

PREFERRED QUALIFICATIONS:

    Bachelor's or Master's degree in a related fieldPHR or SHRM-CP certification or higher, or industry recognized equivalents
Salary

Hiring salary range is $74,380-$85,537

Lone Star College provides a hiring salary range for all posted full-time non-faculty positions. Where your salary offer would fall in that range is determined by your related experience and education. Should you receive an offer of employment from Lone Star College, the resume submitted in the application process will be utilized to calculate your salary offer.
