This role will be based onsite at our Charles City, IA manufacturing site. Remote and/or hybrid candidates will not be considered.

The EHS Technical Manager will partner with the EHS Lead to execute the company's EHS strategy and goals in a fast paced and complex environment. This position supports day-to-day operations of all functions and groups on site. This role will support the Environment, Health, Safety (EHS) and Sustainability programs for the Site to assure safe, compliant and reliable manufacturing and supply operations. We are looking for an energetic leader with a passion for EHS who will work with our colleagues to identify the best ways to complete the job safely, efficiently and in accordance with regulatory and company requirements.

Primary responsibilities include developing, implementing, and enforcing all EHS requirements to assure compliance; building world-class environmental, safety, health/wellness, industrial hygiene, and loss prevention programs and culture; driving continuous improvement of EHS performance; and, serving as the key site contact for EHS-related government agencies (i.e., OSHA, EPA, FDA, etc.). This role will also analyze existing and planned operations, projects, process, equipment, and facilities and develop cost effective action plans to ensure risk control and compliance with all applicable requirements.

Position Responsibilities:

  • Provides guidance, training, and operational support to all levels of the organization and across all functional groups. Provides day-to-day program supervision and compliance with site, corporate and regulatory standards, and requirements. Serves as an environmental, health, and safety resource to the site.
  • Supports and leads EHS improvement projects, EHS risk assessments, self-assessments, audits, and inspection processes.
  • Build strong partnerships with Site Leadership Team, Value Stream operations and enabling functions including supply chain, quality, engineering, technical services, and logistics.
  • Effectively represent the organization on key projects and interact with internal and external leaders on matters requiring multi-organizational collaboration.
  • Integrate EHS and Sustainability into key business processes (Capital projects, product/process transfers, equipment, and material purchases, Management of Change, etc.).
  • Establish effective working relationships with regulatory agencies that permit beneficial negotiations pertaining to company interest.
  • Efficiently implement EHS requirements within Zoetis philosophy and policies. Key elements of this responsibility include management and participation in assessment and monitoring programs to identify EHS aspects, impacts and risks.
  • Develop and administer environmental, industrial hygiene, safety, health/wellness, process safety, ergonomic and/or loss prevention programs and processes to assure that actions resulting from business decisions comply with applicable laws and regulations.
  • Implement site actions plans, documents, processes, methods, and tools to limit EHS risk and impacts.
  • Manage actions related to regulatory obligations (legal registry/compliance calendar) and stakeholder requests (CSR/Sustainability reporting, FM Global, BCP, etc.).
  • Subject Matter Expertise (Environment: air, water, waste; Health: occupational hygiene/IH; Safety: occupational safety, process safety).
  • Manage Zoetis expectations for EHS capital projects including conducting HAZOPS and pre-startup safety reviews, event investigations, audits and inspections, EHS onboarding, permit to work management, etc.
  • Identify significant EHS risk (operational, business continuity, legal, financial, etc.), communicate opportunities and implement mitigation plans.
  • Drives and promotes awareness of Home Safe, Every Day EHS culture and programs through communication and collaborative team interaction.
  • Coach shop floor problem-solving for EHS concerns/investigations using DMAIC principles to identify and solve root cause.
  • Track and trend key EHS and Sustainability KPIs and provide digital/data analytics to help drive progress on initiatives and to aid in decision making and provide oversight of site Sustainability Plan and drive to Carbon Neutral.
  • Maintain knowledge and understanding of current good manufacturing (cGMP) and laboratory practices (GLP) as they relate to Charles City Operations
  • Prepare regulatory submissions including facility reports, and technical documents.
  • Facilitates and/or participates on various site committees and teams, such as Energy Conservation, Site Safety, and Spill/Emergency Management.
  • Organize and prioritize work schedule to meet project and task deadlines.

Organizational Relationships:
  • Knowledge of pharmaceuticals, life sciences, or animal health business operations preferred.
  • Manufacturing site EHS management experience required, with track record of strong EHS performance.
  • Extensive experience developing and managing safety programs in all project stages from design, procurement, construction, commissioning, qualification, and handover to end-user.
  • Experience evaluating complex processes and completing HAZOP evaluations.

Education and Experience:
  • Minimum education of bachelor's degree in science, engineering, environmental, health and safety or other relevant discipline.
  • 6-10 years of relevant professional experience in EHS.
  • Certified Safety Professional (CSP), Certified Industrial Hygienist (CIH) or Certified Hazardous Materials Manager (CHMM) certification preferred.
  • Advanced degree and/or certifications in EHS or risk management desirable.
  • OSHA 500 (Construction) and the OSHA 501 (General Industry) certification; OSHA Authorized Outreach Trainer (or willing to obtain as Individual Development Planning)
  • Excellent interpersonal, verbal and written communication skills.
  • Ability to identify complex EHS technical problems, analyze effectively and work in teams to solve.
  • Technical knowledge and ability to solve practical environmental, worker health and safety problems.
  • Working knowledge of federal and state waste and water/wastewater regulations.
  • Partner with teams of subject matter experts from other functions to analyze and solve problems.
  • Ability to work on multiple projects simultaneously and collaborates effectively.
  • Experienced with EHS management systems development and certification experience (ISO, VPP or similar) is desirable.
  • Ability to influence decision-making.

Technical Skills Requirements:
  • Proven leader with a sustained EHS performance record - a technical expert in principles, methodologies, and the successful implementation of EHS culture.
  • Thorough working knowledge and interpretation of Federal and Iowa EHS regulations.
  • Experience with Cority EHS Management system, preferred.
  • Proven ability to develop and implement successful compliance programs in large and/or complex organizations.
  • Demonstrated agility and ability to work successfully across a complex organization.
  • Demonstrated track record in influencing customers and EHS professionals (and others not in direct line) to achieve results/ continuous performance improvement.
  • Strong oral and written communication and organizational development skills.
  • Works effectively with others in the organization outside the line of formal authority (such as peers in other units or senior management, shared service models) to accomplish organizational goals and to identify and resolve problems.
  • Proficiency in English, written and oral, required.
Physical Requirements:
  • Candidate must have the ability to sit and stand for long periods of time, travel, drive and have flexibility to work weekends and holidays, as requested. This position is based at the Charles City site and must be able to walk and climb ladders to all work areas.
  • Ability to use hearing, respiratory and eye protection is required.
  • Ability to manage emergency situations under stressful conditions.
  • Ability to pass an ERT physical exam. Ability to lift 50 - 75 pounds occasionally. Ability to enter and work within permit required confined spaces.
  • Must be able to reach above shoulder level, bend/stoop, kneel, push/pull, and handle/grip frequently.
  • Repetitive motion and substantial movement of the wrists, hands, and/or fingers.
