We are currently seeking a FEMA Hurricane Public Assistance Consultant. This is a long-term contract position that will be located in New York City. Travel reimbursement is not available for this role, therefore candidates must be able to commute frequently to NYC as needed. This FEMA (Federal Emergency Management Agency) Hurricane Public Assistance Consultant will lead and support site inspections, project formulation, funding eligibility, and FEMA Public Assistance (PA) Program conformance advisory services to clients within the NYC area.

The responsibilities of FEMA Hurricane Public Assistance Consultant include, but are not limited to:

  • Perform field work, including site inspections of damaged infrastructure and meeting with clients to gather documentation related to their disaster recovery projects.
  • Drive project formulation support, including completion of well-crafted Project Worksheets (PWs).
  • Collaborate with internal FEMA PA policy experts and attend client meetings to guide applicants through the full-cycle reimbursement process.
  • Contribute to drafting guidance to clients on eligibility of FEMA PA costs related to disasters, including Hurricane Ida.
  • Provide additional administrative and program support to internal teams and external partners/clients as requested.
Candidates for FEMA Hurricane Public Assistance Consultant must possess the following
qualifications:

  • At least three (3) years of experience working in the FEMA PA Program.
  • Strong understanding of FEMA PA projects within Categories A, B, C, D, E, F, and G.
  • Prior experience as a site inspector in the field with documenting hurricane/storm damage.
  • Strong communication skills, including written and verbal presentations to clients.
  • Proficiency in Microsoft Excel (e.g., pivot tables, VLOOKUP, etc.) and Microsoft Word.
  • Ability to work on-site locally in New York City without local housing reimbursement.
  • A bachelor's degree.
Candidates for FEMA Hurricane Public Assistance Consultant may also have the following
qualifications:

  • A master's degree, ideally with formal education in civil engineering, utilities, construction management, emergency management, or a field related to physical infrastructure.
  • Proven success as a disaster recovery consultant at the state, county, or local levels of government.
  • Previous experience advising applicants on eligibility of FEMA PA costs related to disasters, ideally following recent major hurricane storm declarations.
