Job Summary/Basic Function:
To ensure a safe working environment, promote safety, and prevent personal injury and loss; ensure compliance with life safety codes and regulations; perform related work.

Reporting to the Executive Director of Environmental Health, Safety and Sustainability, the Fire & Building Safety Officer will maintain a comprehensive fire and building safety program for the university by providing expert knowledge of fire and building codes to resolve compliance issues; developing and enforcing fire and life safety policies for all university facilities and operations; assessing fire management and safety training needs, and presenting this training; conducting fire drills; advising on the safe design and installation of fire protection systems associated with residential and institutional facilities; assisting in the coordination acceptance testing of all fire safety-related equipment installations; and acting as an emergency response liaison with regulatory agencies, including state and local fire officials, for fire safety issues.

The Environmental Health, Safety and Sustainability Office supports the mission of the university by promoting a safe and healthy environment where people can learn, work, conduct research and participate in creative activities.
Level Scope:
Regularly works on tasks that are varied and complex. Applies full range and job knowledge; frequently adapts procedures, techniques, tools, materials, and/or equipment to meet specialized needs; may serve as lead; performs broad and/or focused assignments under general supervision; originality and ingenuity are often required to help establish procedures in functional area; relies on experience and judgment to plan and accomplish assigned tasks.
Essential Functions:
60% of the time the Fire & Building Safety Officer must:

• Conducts on-site life/safety inspections to identify hazards and determine compliance or possible violations of life safety codes and regulations such as International Building, Fire, Electrical, Mechanical, or Plumbing Codes and local ordinances; investigates accidents and safety complaints; applies hazard reduction techniques; prepares reports of violations and infractions; develops safety inspection procedures and schedules; recommends actions and techniques to prevent recurrences; monitors progress and effectiveness of corrective safety measures; recommends closure of facilities or work sites; conducts and evaluates fire evacuations of facilities; may assess potential losses; may collect and evaluate safety, loss and accident data, recommend solutions or prevention strategies, and prepare management reports.
• Develops, recommends, implements, monitors, and interprets safety policies and procedures to ensure compliance with federal, state, and related regulations such as Idaho Division of Occupational and Professional Licenses (IDOPL) or Occupational Safety and Health Administration (OSHA); designs and implements plans for reduction of losses due to unsafe working conditions; acquires, prepares, and maintains training materials; may schedule and perform or contract maintenance, testing, and inspections of various safety systems related to this position.
• Participates in the planning and design of renovation and construction activities on campus; reviews plans; determine compliance or violation of codes and regulations, and recommend corrective actions or best practices.
• Act as emergency response liaison for fire and building safety issues by: coordinating code compliance and interactions with regulatory agencies including state and local fire and building officials; coordinating response procedures of emergency personnel with local fire officials for on-campus emergencies; maintaining liaison with regulatory agencies and fire and police departments; responding to emergency calls including fires, bomb threats, and chemical spills at all hours; participating on the university's Emergency Response Team; performing related work.

35% of the time the Fire & Building Safety Officer must:

• Provide support for the Building Coordinator Program - training participants as needed, updating roster and documents, etc.
• Collaborator with Clery Compliance Officer to ensure appropriate records are maintained and the university is compliant with all requirements.
• Assist the Department of Public Safety and other groups with safety and code compliance during large events on campus, evaluate risk and conduct inspections of activities/equipment such as fireworks, cooking stations, tailgates, tents, etc.
• Maintain a positive collaborative relationship with the State Fire Marshal's Office and serve as a primary point of contact.

5% of the time the Fire & Building Safety Officer will perform other duties as assigned.
Knowledge, Skills, Abilities:
• Demonstrated knowledge of and experience in interpreting and applying the Idaho General Health and Safety Standards, International Fire Code (IFC), International Building Code (IBC), Clery Act, National Fire Protection Association (NFPA) and Occupational Safety and Health Association (OSHA) standards.
• Knowledge of building safety requirements and fire prevention and protection techniques.
• Familiarity with Clery Act requirements related to the fire safety requirements, the fire log records, and classifying fire statistics for federal compliance.
• Knowledge of hazard reduction and accident investigation techniques.
• Experience in the development and assessment of training programs.
• Demonstrated ability to communicate effectively with all members of a university community, analyze applicable codes and regulations, develop appropriate prevention and control plans and inform others, as necessary.
• Ability to review building and system plans and provide feedback in a timely fashion.
• Experience storing, retrieving and compiling information in a report format using database software.
• Must be able to organize and prioritize duties, work independently, prepare reports and make corrective action recommendations to senior leadership.
Minimum Qualifications:
• AA or greater in safety, fire protection engineering or related field and certifications from the National Fire Academy, International Codes Council, National Fire Sprinkler Association, National Fire Alarm Association, National Institute for Certification in Engineering Technologies.
• Five years of experience in the fire protection field.
• ICC Fire Inspector I and ICC Fire Plans Examiner or the ability to attain 6 months from hire.

OR

• B.S. or B.A. degree or greater in safety, fire protection engineering or related field.
• Three years of experience in the fire protection field.
• ICC Fire Inspector I and ICC Fire Plans Examiner or the ability to attain 6 months from hire.

Preferred Qualifications:
• M.S. degree or greater in safety, fire protection engineering or a related field.
• Ten years of experience in the fire protection field.
• ICC Certified Fire Inspector I or II. Salary and Benefits:
