Job Description:
The Nebraska Department of Correctional Services (NDCS) is in search of a dynamic leader and skilled communicator to spearhead advancements in our capacity to identify, monitor, and manage security threat group (STG) activities. The Gang Administrator collaborates with agency leadership to develop and implement a comprehensive strategy for identifying and managing STG dynamics. This includes furnishing decision makers with insights to facilitate the appropriate placement and supervision of active or disruptive STG members.

The Gang Administrator assumes responsibility for the development and delivery of team member training and educational initiatives on STGs, the purpose of which is to increase their situational awareness and safety.

The ideal candidate will cultivate positive partnerships with local, state, and federal agencies as well as community-based organizations. By harnessing these relationships and resources, they will enhance awareness and capabilities to bolster public safety.

As an integral component of the Rehabilitative Services division of NDCS, the objective of the STG Management Team is to pave the way for successful reintegration for individuals involved in STG activities. The optimal candidate will embrace this vision and recognize their role as an extension of NDCS efforts to TRANSFORM Nebraska.

DUTIES:
Based out of Central Office and under the direct supervision of the Assistant Deputy Director-Classification, the Gang Administrator oversees the coordination, analysis, and validation of data and intelligence concerning STG activity within NDCS. This role entails supervising a team of five facility STG coordinators stationed throughout NDCS facilities. Generates actionable intelligence reports for both internal and external stakeholders. Conducts training sessions on the identification, monitoring and management of STG activity. Collaborates with agency leadership to develop and refine policies and procedures related to STG management. Conducts regular site visits and meetings across all NDCS facilities. Provides input to the NDCS Multi-Disciplinary Review Team. Delivers briefings and presentations to aid decision-makers in effectively managing STG activity. Establishes and maintains effective communication channels with law enforcement and community-based organizations. Cultivates additional resources within NDCS and the community to bolster our capacity to disrupt STG activities.

Requirements / Qualifications

Minimum Qualifications: Bachelor's degree in Criminal Justice or a related Behavioral Science field plus four years correctional related experience OR an Associate degree plus six years correctional related experience OR High School education or equivalent plus eight years correctional related experience. One year of the experience must have been in a responsible supervisory capacity. No felony or domestic abuse related convictions.

Preferred Qualifications: Subject matter expertise and experience in identification, monitoring, and management of STG activity in a correctional setting or in the community. Experience in a supervisory role. Experience performing research in secure and open-source data bases and information systems. Experience gathering and fusing intelligence in a prison setting and/or high security environment. Experience preparing and interpreting reports.

Other: Valid driver's license required. Must have flexibility to work extended hours/days in response to institutional emergencies. Applicant accepting a job offer must pass the following pre-employment exams in this order: medical exam, and at a randomly announced time, pass a drug test. Once at the Staff Training Academy, must successfully complete the fully paid NE Corrections Training Program.

Knowledge, skills and abilities

Knowledge of: facility rules and regulations governing the conduct of inmates/offenders; facility post orders; agency administrative regulations and state regulations governing supervisory responsibilities and conduct of state employees; general security and emergency procedures, as well as operations of security devices (some computerized) within the facility; facility operations within the security areas; all communication procedures and operation of equipment available for facility communication; armory, blueprints of security areas and total key control for the facility; department administrative regulations, operational memorandum; principles and practices of criminal justice or behavioral science; principles and practices of supervision or management; any union contract provisions as they apply to subordinate custody/security staff.

Ability to: supervise the work of others and to handle minor disturbances among inmates/ offenders; understand and enforce rules governing the conduct of the inmate/offender; control legal offenders, via verbal and/or physical means, in a variety of settings within correctional facilities and in the community; communicate effectively with other staff, the public and the inmates/offenders; respond quickly and effectively to situations which threaten the security of the facility; utilize proper supervisory and leadership skills in dealing with subordinates; effectively administer all provisions of the union contract.

Skill in: the use of all necessary security equipment, all forms of weaponry (accurate and effective); the use of effective self-defense methods.
