Grants and Capacity Building Manager

Location: Washington, DC

Summary:

Pathfinder is currently looking for a Grants and Capacity Development Manager activities for an upcoming 1-year USAID-funded program. The primary focus of this global program will support interventions that will build upon and expand USAID's efforts to leverage the roles of communities to strengthen and adapt existing community health platforms to support national policies and implementation plans for COVID-19 preparedness and response (non-pharmaceutical interventions) and continuity of existing primary healthcare services based on national guidelines and needs/priorities to create lasting structures for future response.

The Grants and Capacity Development Manager will provide leadership and oversight to the project's capacity development strategy of new and under-utilized partners to implement and scale-up COVID-19 interventions and perform all grants management functions for the USAID-funded global program.

This position is contingent upon donor approval and funding. The position will be based in DC with travel to target countries. Pathfinder may be willing to consider this as a non-US-based position for candidates with exemplary qualifications.

Key Job Outcomes:

  • Provide leadership to the development and implementation of the project's overall capacity development strategy to bolster the capacity of new and under-utilized organizations, while maintaining performance and quality of COVID-19 interventions.
  • Prepare and administer grants to local partners (LPs) and locally-established partners (LEPs) USAID guidelines and regulations.
  • Oversee and design a grant tracking system as part of the overall project information management system and update project staff, senior management, and grantees on the status of each grant.
  • Monitors capacity development activities through mentorship of technical teams, ensuring adherence to targets, timelines, budget management and achievement of project goals and objectives.
  • Leads strategy development and implementation of all project capacity building activities.
  • Oversees the process by which LPs and LEPs are selected for awards and notifies applicants and other stakeholders of awards granted.
  • Facilitates network strengthening activities to identify barriers and opportunities for LPs and LEPs in Covid-19 response.
  • Integrates Pathfinder's capacity development tools and approaches into program activities to ensure program goals and objectives are met.
  • Lead capacity development and provide technical assistance to LPs and LEPs to transition them to receive funds directly from USAID.
  • Draft and negotiate grant agreements and modifications and ensure USAID regulations and provisions are included in grant documents and oversee individual budgetexpenditures, assuring that each grantee remains within terms of the grant, and process modifications as needed.
  • Oversee grants management procedures to ensure LPs and LEPs manage their grants efficiently and transparently in compliance with USAID regulations and the terms of their grant agreements.
  • Assist technical staff in refining objectives, activities, targets, milestones/deliverables and scopes of work for grantees.
  • Provide training and support to grantees to develop work plans, monitor progress, prepare reports, track expenses and compliance with USAID regulations and the terms of their grant agreements.
  • Ensure grantees comply with all USAID reporting requirements to their build capacity to receive US Government funding directly.

Minimally Required Job-Specific Competencies:
  • Experience strengthening the organizational capacity of LPs and LEPs preferred.
  • Demonstrated experience managing financial and administrative systems and operations of USAID and other US Government funded programs.
  • Knowledge of/experience with US government financial, administrative, contractual policies and procedures and reporting requirements.
  • Extensive knowledge of capacity development and systems strengthening methodologies and best practices.
  • Demonstrated leadership, management, coordination, teamwork, and planning skills, with proven ability to liaise effectively with and collaborate with diverse stakeholders, including technical working groups, national, local, public and private partners.
  • Experience maintaining strong relationships with governments, CSOs, CBOs, FBOs and other local partners and stakeholders.

Minimally Required Organizational Competencies:
  • Software Applications:Advanced knowledge of MS Excel, PowerPoint, Word and Outlook.
  • Communication and Influencing Skills:Proven ability to influence others through diplomacy and proven oral and written communication skills.
  • Passion for Sexual and Reproductive Health and Rights:Commitment to family planning, reproductive health services, gender, maternal, child health services, and eradication of harmful traditional practices.
  • Self-Management and Teamwork:Ability to work independently or as a member of the team, ability to be detailed-oriented, and ability to manage stress effectively in a fast-pace environment.
  • Matrix Management:Ability to thrive in a matrix organization.
  • Confidentiality:Ability to maintain confidentiality on work related matters

Required Education, Training and Experience:
  • Master's Degree in public health, international development, or related field
  • Minimum 10 years' experience providing capacity development, technical support and oversight to large complex US Government-funded programs in developing countries.
  • Excellent oral and written communication skills in English. Fluency in an additional language is preferred but not required.
