Conducts technical, administrative investigations of a sensitive nature into allegations of employee misconduct, poor performance, and use of force incidents in addition to civil risk management functions. Conducts thorough, objective, and unbiased investigations with minimal supervision. Conducts audits of sensitive units and information in the department and evaluates employee performance data. Works autonomously in the majority of work projects. Performs various other department functions relating to the operation of the Internal Affairs Unit in its mission to provide quality service to the citizens of Boise with the highest integrity. This position is non-sworn.

Essential Functions

Conducts investigations into complaints, inquiries, critical incidents, and anticipated litigation. Conducts EEO/Title VII investigations in conjunction with Human Resources. Receives complaints/allegations. Analyzes information to determine if potential criminal violations or violations of department policy exist. Uses case management system to initiate, classify and closeout investigations. Develops an investigative plan and compiles information, evidence and supporting documentation. Generates necessary and appropriate correspondence with involved subjects and employees during the course of the investigation. Conducts interviews of involved subjects, witnesses and employees. Reviews and analyzes investigative information to draw a reasonable, objective, and nonbiased conclusion based on a preponderance of evidence standards. Completes and submits written reports and findings. Meets with Chief and Office of Internal Affairs (OIA) Captain to assist in serious discipline determinations. Provides the key point of contact for POST, federal agencies, outside investigators and complainants.

Performs various Internal Affairs functions. Attends meetings and briefings in the absence of the OIA Commander. Represents the OIA on various Department and City committees. Conducts policy and training reviews. Conducts detailed research on varied issues for executive staff and makes recommendations for department actions. Conducts staff study assignments and provides analysis and recommendations regarding department procedures and processes. Meets personal training needs as identified to maintain current knowledge of court rulings and case law related to law enforcement issues. Attends court hearings as required. Testifies in criminal court cases and administrative hearings to include termination and civil suits against the city. Acts as lead investigator and witness in the majority of grievance hearings. Evaluates processes, policies, and employee actions to determine liability. Takes action to reduce risk levels and improve department systems. Reviews department training, policy, and equipment in relation to internal force reports and civil claims and is responsible for improvement plan development and follow-up with units and commanders. Attends coroner's inquest hearings as required. Provides customer service to citizens who call or come into the Office of Internal Affairs with complaints or general questions. Assists and trains Patrol Supervisors in general functions of complaint intake and questions of a general investigative nature. Assists other law enforcement agencies as well as private, local, state, and federal attorneys in obtaining case information subsequent to subpoena service. Conducts investigations regarding Mayor's Hotline complaints and inquiries.

Conducts various audits to ensure compliance with Boise City and Boise Police Department Policies. Completes and submits a written report of audit findings. Conducts an annual audit of Gang/Intel computer files to ensure CFR-23 compliance. Conducts an annual audit of the Narcotics Unit to ensure accurate documentation of operations and procedures such as handling of evidence and money and seizure of property and evidence storage. Completes background investigations of new employee applicants to include field interviews. Uses the Early Warning System to identify patterns of potential officer misconduct or performance issues. Makes recommendations to address performance issues.

Responds to critical incident call-outs at all times of day, night or weekends. Responds to designated command post area and attends briefings with Critical Incident Task Force (CITF) Investigators and other law enforcement personnel. Consults with City Legal regarding conducting the investigation in anticipation of litigation and identifies potential legal issues throughout the course of the investigation. Oversees sequestering of involved employees. Oversees and ensures completion of drug testing of involved employees in accordance with city and department policy. Conducts a walk-through of critical incident scenes in coordination with CITF Investigators. Takes photographic evidence at the scene. Attends follow-up meetings, briefings, and press releases as required. Reviews physical evidence and criminal investigatory reports for compliance with department policy and procedures and conducts further investigations as needed.

Requirements

Required Knowledge, Experience, And Training
Bachelor's degree in Criminal Justice, Public Administration or a related field, five years of experience in a sworn law enforcement role, and three years of experience in an investigative role for misconduct or criminal behavior or an equivalent combination of education and/or experience.

Functional knowledge of investigative and interviewing techniques; principles and practices of law enforcement, including use of force issues, constitutional law application, community policing practices, and criminal investigative procedures; the principles and practices of internal investigations, including the application of relevant U.S. Supreme Court cases affecting the practice of internal investigations; appropriate supervisory principles and practices in the law enforcement profession.

Working knowledge of general computer operations to include word processing programs, database operations, and Internet operations.

Ability to read, interpret and apply rules and regulations, policies, procedures and laws; apply investigative and interviewing techniques; organize and compile data and information into clear and concise written reports; analyze information and develop sound conclusions; communicate effectively verbally and in writing; maintain confidentiality; apply conflict resolution skills in order to effectively deal with persons who are difficult, hostile or distressed; work in conjunction with other government and law enforcement agencies to accomplish defined goals; attend daytime and evening meetings and conduct investigations at any time of the day or night, as needed, including weekends; display an attitude of cooperation and work harmoniously with all levels of City employees, the general public and other organizations; communicate effectively in the English language at a level necessary for efficient job performance; complete assignments in a timely fashion; understand and comply with all rules, policies and regulations; maintain prompt and regular attendance; perform all essential and marginal functions as assigned by an authorized employee, supervisor and/or manager with or without a reasonable accommodation.

Individuals must be capable of operating vehicles safely and have an acceptable driving record.

Preferred Knowledge, Experience, And Training
Five years experience conducting investigations of misconduct or criminal behavior; experience conducting internal affairs investigations; familiarization with and prior use of internal affairs and law enforcement case management systems; Peace Officer Standards and Training (POST) Certification.

Licensing And Other RequirementsValid Idaho driver's license.
Completion of an accredited internal affairs or administrative investigations training course or eligible to complete one within nine months from the date of employment
Completion of Certified Internal Investigation Officer (CIOO), Certified Fraud Examiner (CFE), or other certifications may be required within a specified time after hire.

Applicants must be able to pass:

City of Boise background check processes which includes a criminal history check and reference checks in accordance with the City of Boise Hiring Process Regulation

Polygraph Exam

Criminal Justice Information System background check (CJIS)

Must pass the Boise Police Department's comprehensive public safety background investigation.

While performing the duties of this job the employee is always lifting/carrying up to 10 pounds. Also, the employee is always pushing/pulling up to 10 pounds. Work includes the sensory ability to talk, hear, smell and touch. Work in this position also includes close vision, distance vision, peripheral vision and depth perception. Employees will sit, stand, walk, stoop, kneel, crouch, crawl, reach and grasp. Position requires hand/finger dexterity.

Working Environment
The work environment will include inside conditions and outdoor weather conditions. Employees will also drive a vehicle as part of this position. This position requires fieldwork and the investigator will conduct interviews and meetings in public and private places.
This position works: a flexible schedule to adjust to the current caseload and meet deadlines.
