SUMMARY

The Lead Data Modernization Coordinator contributes to the Illinois Department of Public Health (IDPH) priorities, including the COVID-19 response, by supporting necessary informatics and data system capabilities needed to support case and contact investigation, surveillance and reporting, outbreak detection and investigation, and other critical mission areas. This position may provide leadership on and carry out complex informatics and workforce assessments to support public health policies and practices, including community health improvement, decision support, and stakeholder engagement.

ESSENTIAL DUTIES AND RESPONSIBILITIES

Essential duties and responsibilities include the following. Other duties may be assigned.

Oversees an assessment of the current state of data and health information systems and services, including data exchange and information systems, to identify opportunities for modernization and interoperability

Responsible for developing an overarching strategy to advance surveillance tools including electronic case reporting, electronic laboratory reporting, case-based disease surveillance and data analysis and management, reporting to national systems.

Responsible for setting up, managing and evangelizing the culture, practices, processes and tools that enable the business of software development, database modernization/migration and operations

Investigates the use of analytics, data mining, big data, machine learning, graph databases, data visualization and other data technologies

Strategic planning, organization, management, organization, utilization, optimization of existing and future bioinformatics resources, skills, and needs.

Responsible for aiding in own self-development by being available and receptive to all training made available by the company.

Plans daily activities within the guidelines of company policy, job description and supervisor's instruction in such a way as to maximize personal output.

Responsible for keeping own immediate work area in a neat and orderly condition to ensure safety of self and co-workers. Will report any unsafe conditions and/or practices to the appropriate supervisor and human resources. Will immediately correct any unsafe conditions as the best of own ability.

EDUCATION/EXPERIENCE

Bachelor's degree in health informatics, public health, science, epidemiology, public policy or health policy, health services research, health information sciences, computer science, or closely related field. Qualifications include any combination of the following: Bachelor's degree and eight (8) years of professional experience in a healthcare or public health setting with health informatics responsibilities that include conducting and/or supporting informatics projects including scientific investigations information architecture management, and implementing data and information standards or Master's degree with a focus in public health, public health informatics, health care informatics, information technology, computer science, information science, data science, public policy or health policy, statistics or related field and six (6) years of professional experience or Doctoral-level degree such as Ph.D. of Informatics, Doctor of Public Health (Dr.PH.), Doctor of Health Science (D.H.Sc.), Ph.D. Management Information Systems and Technology, Ph.D. Computer Science or closely related field and four (4) years of experience doing senior-level public health informatics work.

CERTIFICATES, LICENSES, REGRISTRATION

Must be able to obtain government security clearance

U.S. Citizens/Green Card only due to government or federal requirements

JOB SPECIFIC KNOWLEDGE / SKILLS / ABILITIES

Familiarity with public health, public health surveillance systems, public health or health informatics and epidemiologic practices.

Deep understanding of agile and the various points at which development and operations could be improved by better process improvement, tools, automation and metrics that can be gathered to improve.

Demonstrated mastery of informatics subject matter and expertise to operationalize, use, and process data on a detailed level for system maintenance, design of new systems and processes, and emergency troubleshooting.

Analyze applications, systems, evaluate alternatives and design and document solutions, and potential problems with migration activities.

Experience leading vision, direction, roadmap or leading the identification of user needs for a project, product, platform, or service.

Manage innovation adoption work for partner agencies, including change leadership & management; process, program, and performance improvement; and modernization impacts on the workforce.

Design, conduct and perform usability testing, and other forms of research with customers. Lead design workshops, contextual inquiry, diary studies, and stakeholder interviews.

Ability to plan, organize, prioritize and manage projects, time, and workload assignments in a fast-paced and high-pressure environment.

LANGUAGE SKILLS

Ability to read, analyze and interpret general business periodicals, professional journals, technical procedures or governmental regulations. Ability to write reports, business correspondence and procedure manuals. Ability to effectively present information and respond to questions from groups of managers, clients, customers and the general public.

MATHEMATICAL SKILLS

Ability to work with mathematical concepts such as probability and statistical inference, and fundamentals of plane and solid geometry and trigonometry. Ability to apply concepts such as fractions, percentages, ratios and proportions to practical situations.

REASONING ABILITY

Ability to define problems, collect data, establish facts and draw valid conclusions. Ability to interpret an extensive variety of technical instructions in mathematical or diagram form and deal with several abstract and concrete variables.

Exposed to general office noise with computers printers and light traffic.
