SFFAS 54 Lease Monitoring & Process Support

• The contractor will be familiar with the Federal Accounting Standards Advisory Board Statement of Federal Financial Accounting Standards (FASAB) SFFAS 54 implementation and sustainment guidance use and management of leases used by government agencies that require an agreement (s) between the lessor, a client agency, or leasing partnerships (such as GSA) or any contract that conveys control of the right to use another entity's asset.
• The contractor shall support in reviewing leases, monitoring leases, lease like agreements, occupancy agreements, and leases subject to and in DLA's accountable property system of record to ensure the proper evidential matter is uploaded into the system for general equipment and real property lease assets.
• In addition, the contractor shall draft, evaluate, and recommend improvements to DLA policy and processes, in order to update organizational policies and procedures for leasing transactions and accountability.
• These documents will be submitted to the DM-IP office for review, approval, and distribution.
• These documents will be posted on the internal DM-IP SharePoint site or shared drive for reference and management.
• Draft, review, identify gaps, critique, provide recommendations and incorporate government-approved remediation for NFRs into policy.
• Draft, evaluate, and recommend improvements to DLA policy and processes.
