SUMMARY

The Manager of Labor Planning and Controls will report to the SVP of Operations and have overall responsibility for developing, implementing and managing company-wide labor control procedures and oversee the implementation of the TAS annual labor budget. This position will develop and implement training, programs, and policies to support station staff, is responsible for day-to-day labor planning and controls, assist with the labor planning for future business, and drive the preparation of the annual operational labor budget. The Manager will ensure accurate and timely execution of all labor related process and procedures and support the Executive Leadership Team with labor analysis. The role is responsible to ensure all labor planning and outputs are compliant with applicable TAS, Federal, State, local and Airport regulations.

PLANNING & SCHEDULING

  • Evaluate current TAS planning & scheduling method by station and provide software and processes recommendations for improvements, if necessary.
  • Design and implement a uniform planning & scheduling process for implementation and company-wide compliance.
  • Develop planning & scheduling training and train station leadership and support staff.
  • Implement planning & schedule controls and dashboards to provide “on-demand” performance analytics and reporting at the station and leadership levels.
  • Assist the SVP of Operations with labor planning for future business and develop necessary tools to track labor projection accuracy.
  • Collaborate with Contracts & Human Resources to incorporate all contractual and regulatory labor requirements into labor planning.
  • In collaboration with Finance and Operations, prepare and implement the annual labor budget.
  • Support per customer labor cost allocation process.


CONTROLS LEADERSHIP
  • Develop and lead a cohesive company-wide labor planning and controls program to include an evaluation of current TAS labor-controls tools and recommendations for scalable upgrades.
  • Using the controls program as a foundation, outline policies and operational processes.
  • Act as TAS’ champion for the labor planning and controls program, leading trainings and ensuring company-wide compliance.
  • Use the program to provide “on-demand” performance analysis and reporting at the station and leadership levels.
  • Direct and assist staff as necessary to perform various controls tasks.
  • Train and mentor staff on controls procedures as required.


REPORTING
  • Develop labor control KPIs in conjunction with Operations compliant with quality service level standards, the TAS annual labor budget, and customer contracts.
  • Develop and manage reports and dashboards as needed to provide program performance analysis, identify issues, support management decision-making, and meeting client KPIs.

QUALIFICATIONS

An individual must be able to perform each Essential Duty satisfactorily to perform this job successfully. The requirements listed below are representative of the knowledge, skill, and ability required.



Education and Experience:


  • High School diploma or GED (prefer A.A. Degree from two-year college or technical school, OR B.A. or B.S. Degree from a four-year college or university); and
  • At least five years of related ng experience.
  • Minimum age of eighteen (18)


Certifications, Licenses and Registrations:

  • Valid State Driver’s License




Required Skills/Abilities:


LANGUAGE SKILLS
  • Ability to read, analyze, and interpret technical procedures, or governmental regulations.
  • Ability to author reports, presentations, and procedure manuals.
  • Ability to effectively present information and respond to questions from groups of workers, managers, and executive staff.


MATHEMATICAL SKILLS
  • Mathematical Reasoning.
  • Number Facility.


REASONING ABILITY
  • Ability to define problems, collect data, establish facts, and draw valid conclusions.
  • Ability to interpret an extensive variety of technical instructions in mathematical or diagram form and deal with several abstract and concrete variables.


Computer Skills
  • · To perform this job successfully, an individual should have knowledge of:
    1. Common industry accounting software
    2. Common industry payroll systems
    3. MS Office Suite
    4. Internet Usage and PC and/or MAC and Windows Usage experience


OTHER SKILLS AND ABILITIES
  • Excellent communication and organizational skills
  • Excellent leadership skills
  • Able to work unsupervised, high level of initiative.


Other requirements
  • Travel may be required up to 20% of your time during project implementation. Up to 10% travel for maintenance of the program
