Job Description:


Responsible for the universities data network to ensure a reliable and secure computing environment for the Clark community. This includes planning, design, implementation, and maintenance of the data network and associated infrastructure.



Major Responsibilities


  • Manage network engineering staff, telecommunications staff, and student workers
  • Identify, research, recommend, and implement network improvements, upgrades, and repairs for the University's network infrastructure including physical cabling (copper & fiber) and associated hardware & software. Evaluate new techniques and tools for improving services, staying abreast of industry trends and best-practices.
  • Create and maintain complete documentation and network diagrams including disaster recovery / business continuity plans.
  • Provide hands-on support, maintenance, performance monitoring, and optimization of all LAN/WAN/WLAN/cloud infrastructure including physical data cable (copper and fiber), wireless, AWS networking, Azure networking, and other associated equipment and services.
  • Represent and manage ITS data networking requirements for campus projects, including building construction/renovation.
  • Act as the point of contact between network hardware, software, and service vendors and Clark University.
  • Design, install and manage network devices including but not limited to switches, routers, network monitoring systems, load balancers, packet shapers, UPSs, VPN appliances, and security/firewall devices.
  • Act as the network subject matter expert. Provide Tier 3 and Tier 4 support for network engineering.
  • Monitor all aspects of Clark's network and proactively respond to and investigate alerts and anomalies
  • Respond to outages and emergencies, including during off-hours
  • Perform or assist in off-hours maintenance where necessary
  • Assist supervisor with the establishment and implementation of network standards and SOPs, including network wiring standards.
  • Provide integration of voice/video/data systems including VoIP, classroom AV, endpoints, HVAC equipment, card access control, security cameras, point of sale systems, vending machines, servers, and other applications.
  • Manage campus telecommunications infrastructure and components including: PBX, SBCs, analog ATAs, T1 trunks, MPLS/Metro-E connections, SIP connectivity, VoIP and digital phones, and others, in coordination with telecommunications technicians and systems administration personnel.
  • Provide cost analysis, not-to-exceed estimates, vendor price comparison, and other fiscal assessments and reporting to the supervisor.
  • Oversee and participate in management of network services including DHCP, DNS, AAA, RADIUS, BGP, OSPF, NAC, L2L VPNs, and others.
  • Provide networking services for institutional data centers and systems administration team
  • Implement and maintain automation and orchestration for management of network devices and services.
  • Participate in network security assessments and remediation in coordination with supervisor and Information Security team.
  • Deliver reporting and analysis on network statistics, performance, bottlenecks, utilization, risks, recommendations, staffing, and other metrics.
  • Other duties as assigned.


Requirements:



  • Bachelor's degree in electrical engineering, computer science or equivalent; significant experience can substitute for field of study. Master's degree preferred.
  • Minimum of five years experience in networking, with progressive growth in responsibilities and project management; previous supervision of technical staff is required.
  • Extensive knowledge of TCP/IP networks with experience in networking including routers, switches, VLANs, trunking, VPNs, copper and fiber Ethernet, wireless networks, firewall architecture, and bandwidth management is required; experience with HPE, Aruba, Palo Alto networking hardware desirable.
  • Firm understanding of TCP/IP and related networking protocols (DNS, HTTP, ICMP, DHCP, etc) as well as how they operate and are managed on an enterprise level production network.
  • Experience with data center networking, systems automation and orchestration, cloud network environments, and software defined networking preferred.
  • Experience in a multi-hardware environment, Linux/UNIX, Windows, and Macintosh operating systems, and general scripting is preferred.
  • Experience in telecom. technologies (PBX, VoIP, unified communications) preferred.
  • A fundamental understanding of network security including system hardening, log analysis, intrusion detection, and vulnerability scanning is required.
  • Strong project management experience with ability to organize and prioritize multiple complex projects.
  • Working knowledge of security policy development and deployment preferred.
  • Successful track record in the management of technical support staff.
  • Strong interpersonal and communication skills; the ability to communicate effectively with people at varying levels of computer literacy; and the ability to establish collaborative working relationships at all levels of the University is required.
  • Ability to work independently and as part of a team; ability to set priorities and work concurrently on multiple tasks and projects; ability to communicate progress/problems to appropriate personnel effectively.
  • Excellent customer service skills and a high degree of integrity relative to computer security and confidentiality of information required.
  • Ability to work nights and weekends on an as-needed basis is required (e.g., respond to system emergencies or to implement off-hour changes).
  • Excellent communications skills in English, both in written and verbal form.
