The Role

The Computer Systems Security Manager level 2 leader serving this role and the supporting cybersecurity staff team will be responsible for the management and leadership of efforts to determine and institute (design and implement) cybersecurity policies and protocols upon US Navy and other's industrial control systems and networks. This position and the supporting team serve an important role, in partnership with customers, in shaping the future of this work. The candidate must be engaging and a leader-coach-mentor with the assigned reports, team members and peers.

Daily Responsibilities Include:

  • Design, test, and implement state-of-the-art secure operating systems, networks, and database products
  • Conduct risk assessment and provides recommendations for application design
  • Involvement in a wide range of security issues including architectures, firewalls, electronic data traffic, and network access. Uses encryption technology, penetration and vulnerability analysis of various security technologies, and information technology security research
  • May prepare security reports to regulatory agencies
  • Provide leadership, input, and assistance to other departments in interpreting and applying cybersecurity requirements of various contracts.
  • Responsible for the direct supervision/management of staff, managing a workforce that develops the documentation for identifying system security boundaries, vulnerabilities, risk levels and continuous monitoring in support of system certification and accreditation activities.
  • Act as a liaison with governing agencies that oversee the accreditation process. Additionally be knowledgeable in the testing of system security designs in hardware, software, data, and development of cybersecurity procedures
Must Have

Bachelor's Degree and 6 years of progressive technical experience in research, engineering and design; Master's Degree and 4 years of relevant experience

One of the following may be used as an equivalent to Bachelor's Degree for Information Technology Related Positions Only:
  • NNS Apprentice School graduate
  • Navy Nuclear Power School (NNPS) graduate
  • Associate's Degree or other formal 2 year program and 2 years of relevant exempt experience or 4 years of relevant non-exempt experience
  • Military Paygrade E-5 or above military experience
  • High School/GED and 4 years combined of Manufacturing, Shipbuilding, Trades, Military experience or other relevant exempt experience
  • High School/GED and 8 years combined of Manufacturing, Shipbuilding, Trades, Military experience or other relevant non-exempt experience
  • A relevant professional certification can be substituted for a Bachelor's Degree.
Nice to Have

• Knowledge:
- NIST Risk Management Framework processes and NIST SP 800-37 "Applying the Risk Management Framework" and 800-82 "Industrial Control Systems (ICS) Security" directives
- DoD related Risk Management Framework (RMF) in DoD 8500 series directives.
- Experience with common cyber security tools for vulnerability scanning and assessment (examples: Assured Compliance Assessment Solution (ACAS) Security Suite, NESSUS, SCAP) and Security Technical Implementation Guides (STIGs) is beneficial.
• Experience:
- System Certification and Accreditation and IA controls' compliance activities required, including vulnerability identification and mitigation efforts, as applied to non-enterprise networks in particular.
- Demonstrated experience managing project teams or experience developing project schedules, estimates and metrics
• Security Clearance: ***Final CONFIDENTIAL or SECRET at the start of position is desired, but will consider candidates which can obtain said Security Clearance. ***
• Certifications: CASP, CCNA/CCNP, CISSP, and/or Security+ preferred.
