Job Summary:

Network Planner will define and plan the network design and the evolution of the network. Will manage projects to include researching LEC market builds, cost alternatives, identifying market providers and then implementing project to completion. Will provide analysis on traffic utilization and planning solutions to ensure growth requirements are met, communicate any roadblocks, and propose solutions for resolution. Will implement any resolution plans, facilitate projects, coordinate with team members, customers, and vendors to include price negotiations and installation due dates. Will assist network operations and network translations with alternate routing solutions during incidents. Will manage carrier costs such as receiving and loading carrier rates, researching tariff costs, and assisting with invoice reconciliation.

Essential Duties:

  • Define and plan physical transport network architecture design
  • Optimize physical network for optimal reliability while reducing costs
  • Manage and implement projects related to optimization to include research cost, market providers, timelines
  • Track, trend, and analyze traffic utilization and recommend solutions to ensure growth requirements are met
  • Perform detailed design review and audits to make sure all network objectives are met
  • Conduct LERG lookups, E911 services and work code groups by understanding and documenting the switch homing arrangements, tandems, subtending offices and make recommendations for implementing service plans
  • Communicate any roadblocks related to projects and propose solutions for resolutions
  • Research carrier invoices and CDR's to assist in billing disputes
  • Manage, research, and track carrier rates for both Origination and Termination call types
  • Problem solve and work with team to resolve any issues


Minimum Qualifications:

Education: Associates degree from an accredited college or university required with major course work in telecommunications, computer science, MIS, electrical engineering, business, or a related field is required. Equivalent work experience in a similar position may be substituted for education requirements.

Experience:
  • 5 years experience in network design and engineering required
  • 5 years interpreting tariffs, LERG, MSA and interconnection agreements

Technical experience
  • Minimum of 5 years with Telecommunication networks: Ribbon, VIOP, SS7, SONET, ETHERNET
  • Minimum 1 year with SQL and analyzing large data sets
  • Knowledge of PSTN routing including jurisdictional routing, alternate tandems, and LERG homing arrangements.
  • Intermediate knowledge of Word, Excel, Powerpoint, MS Access
