OVERVIEW:

Year Up is currently seeking a customer focused, highly energetic, and experienced individual to join our Payroll Department as a Payroll Analyst. This newly created role combines payroll generalist experience with tax expertise to compliment the current payroll team. In addition to general payroll responsibilities , this role will be responsible for payroll tax related responsibilities, including but not limited to quarterly and annual reconciliation of wages and taxes analysis/resolution of payroll tax notices. In this role, the successful candidate will have a thorough understanding of payroll tax laws and regulations and keep abreast of legislative updates that affect payroll/tax regulatory compliance. They must have extensive knowledge of payroll taxes, payroll administration, and have an overall knowledge of payroll deductions and payroll processing. They must stay updated on new states or territories in which Year Up does business and ensure we are registered for both State and SUI tax ID"s.

The Payroll Analyst will be a resource to employees, and perform related duties as assigned. The Payroll Analyst will also closely monitor the ticket queue, providing and coordinating timely and effective support to end users on payroll tax inquiries.

The Payroll Analyst must thrive in a fast-paced environment, have strong experience managing and administering multi-state/multi-site payroll tax which includes local jurisdiction. You must be able to think critically, with an eye for detail, and can spot when data is incomplete or inaccurate. As an expert in day-to-day operations, you are always striving for operational excellence and continuous process improvement.

This role is location flexible and open to candidates living in any of the states where Year Up operates - https://www.yearup.org/locations. East Coast preferred.

KEY RESPONSIBILITIES:

Payroll Tax Processing and Improvement

  • Ensure tax compliance of federal and state tax withholding as well as social security and Medicare withholding for U.S. employees
  • Research and respond to federal and state tax surveys or tax filing inquiries from prior periods and authorize payments and amendments when necessary
  • Complete applications for state income and unemployment tax identification numbers
  • Review and validate additional charges related to SUI rate changes
  • Respond to wage and withholding reporting requests from the Tax Department
  • Ensure consistency in payroll practices, controls, and management reporting in accordance with established policies and procedures including all legislative compliance requirements
  • Ensures compliances with federal, state, and local payroll, wage, and hour laws and best practices
  • Analyze and interpret company policies and government regulations that impact the processing of payroll
  • Review and reconcile all daily tax and wage amounts submitted to third party tax service. Research any discrepancies and manage accordingly
  • Reconcile all tax and wage amounts monthly, quarterly, and annually between payroll system and third-party tax service. This includes reconciliation of W-2s to payroll tax reports and the quarterly 941 returns to W-2 totals
  • Develop quarter audit processes to identify potential tax issues and provide resolutions in a timely manner
  • Maintain unemployment tax rates and communicate changes to third party tax service and work with system team to update payroll system
  • Research all W-2 correction inquiries. Complete and submit all W-2c's for review and approval. Distribute W-2c through appropriate channels
  • Coordinate tax return amendments through third party tax service
  • Monitor tax notices and work closely with third party tax service to resolve all payroll tax discrepancies timely
  • Identify, research, and assist in the resolution of payroll tax related discrepancies
  • Stay current on regulatory, legal, and other payroll developments to foresee and/or address payroll tax-related initiatives and issues
  • Research and resolve payroll tax notices/inquiries for multi-state entities, determining the "root cause" of the notice and action(s) to resolve
  • Provide project management oversight for all phases of the W2 Year-End processing, including coordination to ensure year-end processing is on schedule

Payroll Processing Responsibilities

  • Participate in all aspects of the bi-weekly payroll cycle for multi-state employees. Perform payroll-related functions including but not limited to payroll processing, audits, and record maintenance
  • Audit preview and post payroll reports for accuracy and completion
  • Oversee and review employee personnel action/change process (job/pay, status, location, termination, mass changes, etc.) for accuracy and efficiency
  • Support Payroll ticketing system for payroll resolution and assist with the elevated complex items that require extensive payroll knowledge such as taxation, year-end reporting, wage adjustments, etc.
  • Transmit payroll as needed

Audit and Data Integrity

  • Reconcile quarter-to-date and year-to-date wages and taxes to ensure accurate tax reporting
  • Serve as payroll tax subject matter expert to support company's Remote & Hybrid program by registering in new states/provinces, conducting periodic audits and reviews to ensure employees' work/home state are updated correctly in the system and payroll taxes are withheld correctly with employee movements
  • Develop quarter audit processes to identify potential tax issues and provide resolutions in a timely manner
  • Create and maintain reports and/or queries and conduct audits to ensure data integrity and controls
  • Prepare mandated to reporting to various tax agencies (ex. multi-worksite)
  • Research and understand payroll tax laws to ensure our system is compliant and accurately in sync with ADP
  • Identify drivers for abnormalities, then research, analyze, and document their work proposing corrective action(s)
  • Assist in all tax related audit (internally/externally) matters
  • Research and file the special assessments for specific states quarterly/annually

Site Team/Learning Community Member

  • Serve as a coach/mentor for students
  • Join and sometimes facilitate weekly group sessions with students
  • Participate in staff meetings and trainings

Learning Community Member/Student Engagement

  • May serve as an advisor/mentor for one or more students
  • May join and sometimes facilitate weekly group sessions with students

QUALIFICATIONS:

  • At least 3-5 years of relevant work experience in payroll tax administration for multi-state and local jurisdictions is required
  • Proficiency with Workday HRIS and ADP WFN, including ADP Smart Compliance
  • Experience maintaining and updating system documentation and adherence to process
  • Excellent interpersonal and customer service skills, including solid written and verbal communication
  • A professional and resourceful style with the ability to work independently and as a team player, take initiative and manage multiple tasks, relationships, and projects
  • Strong critical thinking skills coupled with exceptional attention to detail
  • Detailed oriented with a focus on customer service and accuracy
  • Experience and comfort in a challenging environment
  • Proficiency with MS Office and various remote collaboration tools (slack, zoom, box, etc.)
  • Comfortable working with data and spreadsheets
  • A passion for working with young adults, and unshakable belief in their potential and a strong commitment to the mission of Year Up

Salary Range: $60,200 - $90,000

COMPENSATION & BENEFITS:

  • Year Up has established salary ranges for each of our sites, which allows us to pay employees competitively, equitably and consistently in different geographic markets. For roles in which the location is listed as flexible, the range displayed reflects the minimum and maximum target for new hire salaries for the position across all US locations.
