Position Information

This is a full-time, permanent (probationary) position.

Overtime may be required.

Conditions of Employment

Application Deadline & Salary Information

The salary range for this classification is: $2,912 - $5,053 monthly.

Major Duties

Under the immediate supervision of the Payroll Manager, the Payroll Technician I will follow general instructions and defined procedures of the Payroll department. The incumbent will assist and process payroll-related transactions for specified categories and or departments of the University. Work is regularly reviewed by the Payroll Manager and or Payroll Lead.

The Payroll Technician I audits and processes all documents necessary to ensure accurate and timely payment of salaries and wages to all faculty, staff, students, and other employees. The related documentation includes, but is not limited to, appointments, changes in employment status, leave, separations, garnishments, levies, subpoenas, employment verifications, and attendance records. The Payroll Technician I is primarily the customer service and compliance unit of CSU Dominguez Hills and is responsible for recording and reporting the payroll transactions, including analysis, maintenance of all data related to and retained in both the Oracle and PIMS database.

Qualifications

Required Education and Experience:

Experience:
Equivalent to one year of general administrative experience in payroll and human resources record-keeping and data entry which has provided the below knowledge and abilities.

Education:
Any equivalent combination of education and experience which provides the required knowledge and abilities.

Preferred Education and Experience:

Bachelors degree in Human Resources, Accounting, Finance or any other related field.
Accounting and/or cashiering experience in a public sector environment.

Required, Knowledge, Skills, and Abilities:

Knowledge of:
-Working knowledge of general office methods, practices and procedures. General knowledge of, or the ability to quickly acquire, policies,
procedures, programs, guidelines, applicable state and federal laws, educational codes, and collective bargaining agreements.

Ability to:
-Ability to acquire knowledge of CSU policies, procedures, programs, guidelines, applicable state and federal laws, educational codes, and collective bargaining agreements.
-Ability to, or acquire the skill to, use web browsers, electronic calendaring programs, ERP/HRIS, and data management systems.
-Ability to audit and reconcile data; interpret and apply written rules and regulations; establish and maintain effective working relationships
with others; exercise tact, courtesy and good judgment in responding to others; use current computer word processing and spreadsheet
software programs; perform mathematical calculations; accurately enter data; follow oral and written instructions; communicate
effectively with others; and read and write at a level appropriate to the position.

Responsibilities

70% -Process and complete a diverse range of payroll/personnel transactions for the assigned departments including: -Assist and process appointments, changes in status, miscellaneous changes, and separations. -Process the accurate retirement codes for all positions. -On-line keying of Payroll and Personnel Transaction (PPT) forms. -Process garnishments, levies, and pay-related documents including but not limited to; docks, accounts receivable, adjustments, transfer of funds, and other documents. -Provides relevant payroll information on such matters as leaves of absence, leave accrual rates, and retirement eligibility or disability compensation. -Overtime, shift differential, salary adjustments, leave status, and accruals - vacation, holiday, sick, jury, bereavement, leave without pay (LWOP), and compensatory time off (CTO). -May assist with computing and processes disability pay, final settlement payments, and workers' compensation. -Responsible for verifying employee I-9 status. -Assist and process appointments, changes in status, miscellaneous changes, and separations. -Review leave balances through an absent management program. -Use Payroll Input Process (PIP) for various payments. -Use Master Payroll Certification ( MPC) to certify payments. -Verifies and audits information prior to employee history update or release of payments on a weekly basis to minimize errors.

25% Provide clerical support to the Payroll office such as: -Provide counter coverage; assist office walk-ins, answer all incoming calls, timestamps, and log all incoming/outgoing documents. -Distribute reports, alphabetize, scan, and file documents, and assist with special projects as needed.

5% Other duties as assigned
