Job Description

The Pricing Director is a key partner with our Business Development and Proposal Management, Operations, Contracts Management, and Finance teams.  The selected candidate will be required to develop, evaluate, and analyze labor and associated other direct costs to support solicitation requirements in response to Federal requests for proposals (RFPs).  The Pricing Director works with internal organizational elements coordinates and collaborates outside of the organization to enable timely and smooth distribution and reception of pricing information from teammates. Works closely with the operations team on development of basis of estimate (BOE) and conducts salary surveys for respective labor categories to provide price buildup.  Maintains ownership of all solicitation volumes involving pricing or business management requirements.

Key Tasks and Responsibilities

•         Leads pricing analysis and creates estimates to support the submission of the organization’s new business proposals

•         Leads market research and competitive intelligence gathering and makes recommendations regarding pricing policies

•         Maintains organizational pricing models and customizes models for each respective offer

•         Develops competitive pricing databases from historical solicitation submissions and external market research to monitor changes in the marketplace and their impact on the organization’s pricing annexes as part of the organization’s submissions

•         Maintains intimate understanding of the organization’s internal cost indices and works closely with organization finance and accounting to ensure most up to date information is available and used in pricing model

•         Conducts price research using tools such as Federal Procurement Data System (FPDS) or other sources

•         Reviews RFP and bid documents for pricing related requirements

•         Works with Operations to determine labor categories to be proposed for each solicitation/pricing exercise

•         Completes labor category crosswalk between Bid LCAT, Contract LCAT, and Salary LCAT

•         Develops pricing related questions for Q&A submission, confirm assumptions for submission through the proposal team

•         Completes customer-required pricing workbook and narrative

•         Develops subcontractor pricing package data call material

•         Collaborate and lead pricing discussions with partner/teammate pricing counterparts

•         Conducts salary surveys and imports into pricing model

Education & Experience

*       Bachelor’s degree in finance or business is desired

*       5 years in pricing with 2 years in proposal support is required in a Government Contracting Environment

*       Price-to-Win analysis experience is required

*       Experience operating with external partners

*       Master level expertise with Excel is required

*       Familiarity and experience with the Federal Acquisition Regulation (FAR) and DFAR

*       Expertise with Word and PowerPoint is required

Security Clearance

*       Ability to obtain a SECRET clearance

*       Will be required to sign CWS NonDisclosure Agreement (NDA) because of sensitivity of information candidate will be handling on regular basis

Other (Travel, Work Environment, DoD 8570 Requirements, Administrative Notes, etc.)

*       This position is primarily remote/hybrid and targeting applicants in the DC Metro Area.  Must be able to be in the Falls Church, VA Corporate Office as needed.
