Examples of Work
Procure items as needed for Nebraska Department of Transportation (NDOT) following state statutes, State Purchasing Bureau and NDOT Policies and Procedures. Purchases may include a wide range of high dollar and high volume commodities relevant to NDOT such as road construction/maintenance materials, deicing products, safety items, printing, chemicals, office and lab equipment, IT software and other commodities as assigned.

• Prepare specifications/technical requirements, terms and conditions, and Invitation to Bid (ITB) documents for commodity contracts that require formal competitive bidding in accordance Nebraska's statutes, including researching, developing, maintaining and updating specifications to ensure maximum competition for procurement events;
• review and analyze bid tabulations for lowest responsible bidder, evaluate bid responses received for compliance to bid specifications and terms and conditions and make award recommendations in accordance with state statues;
• Serve as a liaison between NDOT and Administrative Services on Invitation to Bid requests, award recommendations, and on vendor performance issues as necessary;
• Procure and order equipment, supplies, and Information Technology (IT) items/software either directly from state contracts at any dollar value and obtaining quotes and preparing purchase orders to the lowest responsible bidder for purchases not on contract and under $50,00.
• Perform contract management activities, including monitoring of suppliers, contractors and service providers' in performance in the fulfillment of their contractual obligations, including but not limited to: in contract implementation, scope or terms and conditions, problems with deliveries, issues with materials being out of specification, and/or incorrect invoicing and ensuring appropriate actions are taken to promptly remedy any deficiencies observed in contract implementation, scope or terms and conditions.

Acts as a liaison between contractors and the NDOT Districts and Divisions. Meets with agency personnel and/or vendors to discuss issues that arise on purchase orders and/or contracts and works to propose solutions and facilitate resolution of any issues. Proactively manages assigned contracts to ensure timely rebids, renewals, and amendments are completed prior to expiration, including reviewing and any proposed price increases and amendments with NDOT Districts and the Highway Procurement Manager.

Qualifications / Requirements
REQUIREMENTS: Bachelor's degree in business administration, procurement, supply/inventory operations or related field AND procurement related experience. Experience can be substituted for education on a year for year basis.

PREFER: It is desired that the applicant is able to multi-task, be a detail oriented individual, have sound independent judgment, be a self motivator and able to work in team oriented situation. Experience in a customer service type of environment.

OTHER: Valid Driver's license. Regular and reliable attendance is required.

Knowledge, Skills and Abilities
Ability to proficiently use the Oracle/JD Edwards EnterpriseOne System or other comparable systems as well as MS Office in creating bid documents and spreadsheets.

Knowledge of purchasing practices, marketing and basic accounting, organization structures, functions, policies and procedures, communication, and objectives as they relate to the management of programs and contracts; and state contracting regulations.

Possess ability to recommend and apply policies and procedures; assess operation efficiencies and develop solutions; motivate, coordinate and direct staff; understand and support established goals and objectives; communicate effectively with others. #CB
