Summary
This position is responsible for the overall administration of the STOP program. Working with CDCR, the planning, direction and coordination of all program activities shall rest with this position. This position is charged with selecting and training staff, monitoring program effectiveness, negotiating agreements with subcontractors, coordinating invoices, submitting required reports, and managing all required contract services.

Primary Duties and Responsibilities

  • Implements program services and activities to ensure compliance with CDCR’s administrative and fiscal regulations in accordance with agreement provisions.
  • Develops, manages, and oversees program facilities and services.
  • Ensures the efficient operations of subcontracted facilities.
  • Supervises all program staff positions.
  • Responsible for logistics related to program equipment and compliance with the agreement.
  • Develops quality control procedures to ensure high quality service.
  • Assists in resolving programmatic and personnel problems.
  • Conducts staff meetings with all employees to discuss personnel and program issues and assign other duties as needed.
  • Remains knowledgeable in the programmatic process and be able to define and identify program methodology, counseling modalities, program design needs, the various facets of the program and the principles and techniques of individual counseling and small and large group counseling.
  • Monitors the casework process.
  • Manages inventory supply and purchasing of office supplies and equipment, billing, account reconciliations, reimbursements and expense reports.
  • Tracks and reports employee hours, leave and benefit time for payroll purposes.
  • Maintains all personnel files and enter employee data in database according to GEO policies.
  • Performs other duties as assigned.

 



Minimum Requirements

  • Bachelor’s degree in Human Services, Criminal Justice, or related field and two (2) years of experience working with a criminal justice population (Additional experience may be substituted for education on a year for year basis, or possess six (6) cumulative years of full time administrative experience with a criminal justice population.
  • Possession of an Alcohol and Drug Counselor Certification recognized by the Department of Health Care Services (DHCS) and prior management experience is preferred.
  • Understanding of a variety of models including cognitive behavioral therapy, theories of addiction and dynamics related to substance use and other criminogenic risk factors.
  • Ability to recognize the importance of family, social networks, and community systems in the treatment and recovery processes.
  • Knowledge and the ability to comply with program documentation requirements, applicable ethical and professional standards of conduct.
  • Ability to conduct assessments and/or evaluations, which serve as the basis for CBP placement.
  • Ability to provide services appropriate to the personal and cultural identity and language of the participant.
  • Ability to tailor program services to the participant's stage of dependence, change, or recovery.
  • Ability to appropriately use strategies from accepted and culturally appropriate models with Participants with substance use and other criminogenic risk factor.
  • Ability to conduct assessments and/or evaluations, which serve as the basis for CBP placement.
  • Provide services appropriate to the personal and cultural identity and language of the Participant Tailor program services to the Participant's stage of dependence, change, or recover.
  • Appropriately use strategies from accepted and culturally appropriate models with Participants with substance use and other criminogenic risk factors.
  • Ability to manage a significant budget that encompasses a network of service providers.
  • Ability to establish rapport with participants, including management of crisis situation and determination of need for additional professional assistance's.
  • Ability to facilitate the participant's engagement in the treatment and recovery process.
  • Possession of the case management skills necessary to implement the case plan, consult as a member of a multi-disciplinary team, and assess ongoing treatment planning efficacy
  • Ability to work with computers and the necessary software typically used by the department.
