SUMMARY

The Project Manager will oversee, manage and deliver IT projects on a large and complex data and health systems modernization initiative for our client, the Centers for Disease Control and Prevention (CDC). The successful candidate will play a significant role in providing increased real-time public health decision-making and world-class data and analytical capabilities for the public health workforce. The Project Manager will manage critical, day-to-day project activities and technical teams to successful implementation.

ESSENTIAL DUTIES AND RESPONSIBILITIES

Essential duties and responsibilities include the following. Other duties may be assigned.

Work with stakeholders to define overall project goals and scope.

Liaises, coordinates and supervises the successful delivery of project products.

Plans, manages and coordinates SMEs and contributions within the implementation program.

Provides technical and project related direction to architects, integrators, analysts, developers and other technical personnel on assigned tasks.

Coordinates with solutions development and user teams to assess risks,goalsand needs ensuring that all are adequately addressed.

Coordinates project teams, status reporting and stability of project work efforts.

Assembles project plans, teamwork assignments; directs and monitors work efforts.

Identifies resource needs, performs quality reviews and risk management.

Tracks key project milestones and adjusts project plans and resources as necessary.

Identifies, resolves and/or escalates roadblocks, issues and conflicts.

Performs impact analysis on project change requests and makes recommendations for optimal outcomes.

Manage project schedule, critical path and related inter project dependencies.

Responsible for aiding in own self-development by being available and receptive to all training made available by the company.

Plans daily activities within the guidelines of company policy, job description and supervisor's instruction in such a way as to maximize personal output.

Responsible for keeping own immediate work area in a neat and orderly condition to ensure safety of self and coworkers. Will report any unsafe conditions and/or practices to the appropriate supervisor and human resources. Will immediately correct any unsafe conditions to the best of own ability.

EDUCATION / EXPERIENCE

Bachelor's degree required; Master's Degree preferred and a minimum of fifteen (15) years' relevant IT project leadership experience, or equivalent combination of education / experience.

Demonstrated experience supporting federal public health IT data and technology projects utilizing HL7/FHIR.

CERTIFICATES / LICENSES / REGISTRATION

Project Management Professional (PMP) Certification desired

Ability tocreate strategies and plans for integration of multiple IT systems/subsystems into an operational unit, ensuringfull functional and performance capabilities are retained.

Ability to introducing new systems into a new or existing environment while minimizing disruption and mitigating risks.

Ability to quickly earn the trust of key internal and external stakeholders, lead and inspire teams, set project direction and approach, resolve conflict, deliver tough messages with honesty and grace, and occasionally execute with limited information and ambiguity.

Experience with technical project life cycles and project methodologies (Agile).

Operational knowledge of federal regulations, guidelines, support technology and tools.

Operational knowledge and understanding of general business and management principles.

Ability to plan and oversee projects through the use of project management software tools and methodologies.

Solid business strategy skills with ability to assess operating practices and to recommend / initiate improvements.

Demonstrated ability to develop and apply comprehensive solutions to client requirements / issues and to work with a wide range of government departments having diverse business needs, interests, expectations and requirements.

Skilled proficiency using Microsoft Office Suite (i.e., Word, Excel, Outlook, Project, etc.).

Ability to implement effectively "best-in-class" concepts / principles within the areas of planning, scheduling, budgeting and operations for successful achievement of project goals and objectives.

Exceptional organization skills with ability to manage effectively multiple projects and priorities.

Skilled in facilitating teamwork and coordinating efforts for the successful achievement of goals.

Excellent supervisory and management skills with ability to resolve conflicts in a constructive manner.

Excellent verbal and written communications skills with ability to compose meaningful reports, present research / information with clarity, and create quality presentations.

Ability to implement a proactive approach to problem-solving.

Ability to interact professionally with team members, corporate management and clients of all levels.

LANGUAGE SKILLS

Ability to read, analyze and interpret general business periodicals, professional journals, technical procedures, or governmental regulations. Ability to write reports, business correspondence and procedure manuals. Ability to effectively present information and respond to questions from groups of managers, clients, customers and the general public.

MATHEMATICAL SKILLS

Ability to calculate figures and amounts such as discounts, interest, commissions, proportions, percentages, area, circumference and volume. Ability to apply concepts of basic algebra and geometry.

REASONING ABILITY

Ability to define problems, collect data, establish facts and draw valid conclusions. Ability to interpret an extensive variety of technical instructions in mathematical or diagram form and deal with several abstract and concrete variables.
