Job Description:


Basic Function:


Responsible for the oversight and management of the University's purchasing practices, policies, and systems.


Major Responsibilities:


Purchasing


In a decentralized purchasing environment, functions as a resource for purchasers on campus to assist them in making cost-effective purchasing decisions.


  • Manages and administers the University's eProcurement system (SmartBuy Plus). Serves as main point of contact with eProcurement vendor (Jaggaer). Trains users in effective use of the system and provides end-user support.
  • Provides guidance and support to University departments related to vendor selection and the competitive bidding processes.
  • Negotiates and manages vending, transportation, and residence hall laundry equipment contracts.
  • Maintains relationships with key vendors and negotiates favorable pricing on behalf of the University.
  • Negotiates contracts for campus-wide purchasing needs such as office supplies, cellphones, printer/copiers, bottled water, etc.
  • Processes payments for items billed centrally such as copiers and cellphones. Ensures correct accounting of charges to departments.
  • Participates in higher education purchasing groups and consortiums to maximize Clark's discounts with the groups' collective volume purchasing prices.
  • Works to ensure compliance with University purchasing policies. Revises and updates policies as needed.
  • Manages PCard accounts and programs
  • Implements and promotes inclusive procurement policies and procedures that encourage the use of minority and women-owned businesses. Tracks the effectiveness of such programs.
  • In partnership with other key offices such as Human Resources and Business and Financial Services, develop and implement effective employee on-boarding programs and training for employees who have purchasing or budget-related responsibilities.
  • Works closely with and assists Business and Financial Services regarding purchasing-related matters.


One Card Office


  • Oversees the University's student ID card system. Supervises student workers.

Requirements:

  • Bachelor's Degree in Business Administration or other related field
  • At least 5-7 years of related experience, preferably in higher education or other non-profit environment
  • Knowledge of budgeting, financial management, effective business practices, and risk management
  • Excellent analytical and financial management skills, proficiency with Microsoft Office applications (particularly Excel); comfortable using ERP systems
  • Strong interpersonal and customer service skills
  • Strong written and oral communications skills; attention to detail
