SUPERVISES: Project team members as assigned

AUTHORITIES / RESPONSIBILITIES:

  • Supports Project Management Team with coordination and completion of quality inspections.
  • Directs aspects of all documentation related to Quality Assurance Inspections
    • call outs, sign-off sheets, test procedures, objective quality evidence (OQE), training rosters etc.
  • Supervises aspects of Singapore based quality management associated with specific area of assigned responsibility.
  • Supports resolution of quality issues that may arise between installation team
  • members, subcontractors, and shipyard and government personnel.
  • Provides input into the development of Test Index Plans (TIP), QA workbooks, and Process Control Procedures (PCP).
  • Implements and maintains vessel specific inspection plans and requirements per applicable contract requirements or as assigned.
  • Monitors task performed by subcontractors or Quality Department employees
  • assigned to Singapore-based projects for short-term assignment.
  • Monitors craft work to ensure workmanship is in accordance with regulatory,
  • NAVSEA Standard Items, shipbuilding standards and references as outlined per vessel contract.
  • Conducts quality assurance checks, inspections, surveillances as outline per Navy 3M (Maintenance and Material Management) Instruction 4790, Joint Fleet Maintenance Manual (JFMM) and final product inspections as assigned.
  • Performs in-process quality assessments, including compliance audits prior to
  • customer inspection utilizing visual or other inspection methods.
  • Generates, maintains and audits documentation related to inspections performed, i.e. call outs, sign-off sheets, test procedures, objective quality evidence (OQE).
  • Complies with Austal USA employee handbook general guidelines along with company procedures and policies.
  • Participate in planning for Preventive Maintenance Availabilities (PMAV), Continued Maintenance Availability (CMAV) and Restricted Availability (RAV).
  • Complies with Quality Management direction and reporting requirements as
  • directed; performs auditing of the Quality Management System in accordance with ISO 9001: 2015 or as outlined per applicable contract.
  • This position description is not intended to be all-inclusive. Incumbent will perform other tasks as assigned.
  • This position is based in Singapore, although work in various offsite locations requiring travel to customer sites to support work on vessels is required. The potential for offsite travel is expected to be 15-20%.
  • Support meetings between the customer and contractor regarding new and worksite oversight and coordination of Process Control Procedures (PCPs), subcontractor test reports, etc.
  • Support ongoing training activities.
  • Acts as an advisor to the Test Engineering team regarding task, operations, and will act as a liaison for other engineering functions.
  • Develop and maintain the PMS Surveillance Log (PSL).
  • Ensure Personnel Qualification Standards (PQS) Training (301) are met.
  • Verify Work Authorization Form and tag-out process are compliant.
  • Monitor the total number of jobs completed throughout the availability.
    • Ensure at least 15% of the executed maintenance checks per Maintenance Requirement Card (MRC) receive a surveillance check per contractual requirements.
  • Ensure repair activities are IAW Military Specifications (MILSPEC), company, and Original Manufacturer Equipment (OEM) standards.
  • Ensure all personnel to include contractor(s) have the qualifications necessary for preventive maintenance scope onboard Navy vessel per Navy Education and Training (NAVEDTRA) 43241.
  • Conduct investigation of problems, submit Corrective Action Reports (CARs) and establish effective corrective actions, root cause analysis and long-term preventative measures. Implement correction of any real or perceived problem areas.

QUALIFICATIONS / KNOWLEDGE / EXPERIENCE:
  • High school diploma or GED.
  • Four (4) years of maintenance experience with the US Navy, Military Sealift Command (MSC), Coast Guard, or other applicable shipbuilding/marine industrial environment.
  • Two (2) years of experience as a Quality Assurance in shipbuilding, marine industry or applicable military quality assurance experience.
  • Preferred prior military PQS qualifications or Navy PQS
  • Must be familiar with US Navy quality assurance requirements as defined in Volume V of the Joint Fleet Maintenance Manual.
  • Must have knowledge of US Navy Maintenance and 3M (Maintenance Material Management).
  • Must have demonstrated ability in technical writing, test procedure/report development.
  • Must have demonstrated experience in execution and engineering support of test related functions.
  • Ability to plan and develop testing strategies based on extensive experience and judgment.
  • Ability to read technical drawings and interpret the Navy Engineering Operational Sequencing System (EOSS).
  • Familiar with commonly used shipboard concepts, practices, and procedures.
  • Demonstrated ability to read and understand MRC index cards, ship construction/repair drawings, schematics and equipment operating procedures.
  • Ability to read, understand, and complete engineering logs properly.
  • Ability to obtain PQS 301 QAI Inspector qualifications but not limited to Craftsman, Work Center Supervisor and Maintenance Person.
  • Knowledge of NAVSEA Technical Publication S0400-AD-URM-010/TUM Tag-Out User's Manual and Shift Operations Management System (eSOMS).
  • Working knowledge of the requirements of COMLCSRONONEINST 4700.1 Tag-Out Standard Operating Procedures and has been approved to perform as a Repair Activity (RA) signer for each LCS 2 variant to date.
  • Exceptional understanding of NAVSEA Standard Items

PHYSICAL DEMANDS: The physical demands described here are representative of those that must be met by an employee to successfully perform the essential functions of this job. Must be able to tour all vessels and work sites.

While performing the duties of this job, the employee is regularly required to stand, walk, use hands to manipulate, handle, or feel, reach with hands and arms, climb and balance, stoop, kneel, crouch, or crawl, and talk or hear. The employee is occasionally required to sit.

Specific physical requirements include the following:

1. Must have the ability to bend, squat, stoop, crawl, and kneel.

2. Perform prolonged standing.

3. Ability to turn head from side to side and about the vertical axis.

4. Ability to turn body at the waist from side to side and about the vertical axis.

5. Lift/push/pull 50lbs to 75lbs on an occasional basis.

6. Lift/push/pull up to 20lbs on a frequent basis.

7. Must have the ability to climb in a safe manner (climbing as a minimum includes stairs, scaffolding, ladders, and ramps).

8. Ability to work at heights above 12' while working from ladders, scaffolding and/or man lifts.

9. Able to work at a variety of levels (ex. waist, eye, overhead).

10. Demonstrate the ability to safely and appropriately use required tools and equipment.

11. Demonstrate good balance while working on uneven surfaces and maneuvering obstacles.

12. Possess sufficient handgrip and coordination to carry and operate tools and equipment.

13. Ability to utilize personal protective equipment (hard hat, safety glasses, steel-toes shoes, goggles, respirator, safety harness, safety line, flotation gear, etc.) safely per OSHA standards.

14. Ability to withstand cold and hot temperatures.

15. Ability to enter 18" x 36" openings and work in confined spaces for prolonged periods of time.

16. Able to respond to verbal and audible sounds/commands.

17. Able to utilize adequate visual skills.

18. Ability to fully extend the arm while reaching overhead, reaching out, reaching to the side and reaching down.

19. Ability to perceive attributes of an object/material such as size, shape, temperature and texture by means of receptors in the hands and fingers.
