SUMMARY

The InterSystems HealthShare Systems Administrator supports the Indian Health Service (IHS) Interoperability Support Team. This position is responsible for installation, configuration, patching, upgrading implementation and maintenance of HealthShare products like Unified Care Record, Patient Index, Operational Data Store, and underlying infrastructure. This is in support of a Health Information Exchange (HIE) repository and exchange capability through the eHealth Exchange. The HealthShare Systems Administrator will work with IHS Stakeholders and other contract staff to design, develop, deploy and maintain the system and associated integrations.

ESSENTIAL DUTIES AND RESPONSIBILITIES

Essential duties and responsibilities include the following. Other duties may be assigned.

Responsible for the integration of CNI Core Competencies into daily functions, including: commitment to integrity, knowledge/quality of work, supporting financial goals of the company, initiative/motivation, cooperation/relationships, problem analysis/discretion, accomplishing goals through organization, positive oral/written communication skills, leadership abilities, commitment to Affirmative Action, reliability/dependability, flexibility and ownership/accountability of actions taken.

Performs developments and other tasks to support installation, configuration, customization, implementation and maintenance of InterSystems HealthShare products like Unifed Care Record (UCR), Patient Index (PI), FHIR APIs, Patient Consent, Access Gateways, Edge Gateways, etc. for the IHS's Health Information Exchange system.

Develops and documents unit test cases to validate software and configuration changes.

Analyzes and resolves all HL7 message data format issues, and any interface failures between systems. Experienced in handling message transformations and complex message routing.

Participates in system development lifecycle activities using agile methods in accordance with industry best practices as well as the government's product lifecycle processes.

Researches and integrates design strategies, product specifications, development schedules and user expectations into product capabilities.

Conducts investigations and tests of considerable complexity. Participates in special projects as required.

Documents configuration changes and maintains any documentation and software changes in configuration management system.

Provides input to staff involved in writing and updating technical and security documentation such as user manuals, system documentation, system security plans and training materials.

Participate in security contingency planning and execution.

Troubleshoots complex problems and provides customer support for issues associated with any of the interoperability applications.

Prepares reports on analyses, findings and project progress.

Maintains current knowledge of relevant technology as assigned.

Offers innovative technical solutions to evolving customer requirements.

Interacts with customers in professional manner even under the high pressure of tight deadlines and aggressive deployment schedules.

Adheres to all IHS processes and procedures including change management regardless of the pressure to meet aggressive deadlines. Ensures all required documentation is produced and delivered.

Works closely with the other Team members to implement best practices and ensure the best value is provided to our customers.

Responsible for aiding in own self-development by being available and receptive to all training made available by the company.

Plans daily activities within the guidelines of company policy, job description and supervisor's instruction in such a way as to maximize personal output.

Responsible for keeping own immediate work area in a neat and orderly condition to ensure safety of self and co-workers. Will report any unsafe conditions and/or practices to the appropriate supervisor and human resources. Will immediately correct any unsafe conditions as the best of own ability.

EDUCATION/EXPERIENCE

Bachelor's degree and a minimum of ten (10) years' relevant experience with InterSystems Products, or equivalent combination of education/experience.

CERTIFICATES, LICENSES, REGRISTRATION

Must be able to obtain Public Trust Level 5 background clearance

JOB SPECIFIC KNOWLEDGE / SKILLS / ABILITIES

Substantial knowledge of InterSystems technology stack, i.e. Caché, HealthShare, Ensemble, IRIS, Health Connect in a Healthcare environment.

Knowledge of technologies such as: APIs, RPCs and clinical application code using Caché Object Script, SOAP, REST and SAML; JavaScript

Knowledge in integration projects with healthcare-specific standards or message formats (HL7, CCD, C-CDA, X12, FHIR, JSON, XML, etc.)

Demonstrated skills with installation, configuration, patching and maintenance of HealthShare products on Windows operating systems and Internet Information Server.

Knowledge of patching Windows OS Servers, configuration of SSL, creation and renewal of SSL Certificates.

Working knowledge and experience with Agile development process, preferred.

Experience with DevOps processes; Releases; Automated Builds; Source Code versioning/merging/branching desired or similar, preferred.

Experience as a federal employee or contractor, preferred.

Experience with 21st Century Cures Act and/or Certified Health Information Technology 2015 requirements, preferred.

Experience with HL7 SMART Application Launch Framework, preferred.

Experience with OpenID Connect Core 1.0 (OAuth 2.0), preferred.

LANGUAGE SKILLS

Ability to read, analyze and interpret general business periodicals, professional journals, technical procedures or governmental regulations. Ability to write reports, business correspondence and procedure manuals. Ability to effectively present information and respond to questions from groups of managers, clients, customers and the general public.

MATHEMATICAL SKILLS

Ability to work with mathematical concepts such as probability and statistical inference, and fundamentals of plane and solid geometry and trigonometry. Ability to apply concepts such as fractions, percentages, ratios and proportions to practical situations.

REASONING ABILITY

Ability to solve practical problems and deal with a variety of concrete variables in situations where only limited standardization exists. Ability to interpret a variety of instructions furnished in written, oral, diagram or schedule form.
