The Rental Housing Program Manager assists in the administration of the Affordable Housing Program (AHP), specifically for rental projects, including directing and supervising multiple Rental Housing Analysts and Rental Housing Specialists.

Accountabilities:

  • Assists in marketing the competitive AHP program to sponsor and member applicants throughout the Bank's district.
  • Assists in the evaluation and selection of Affordable Housing Program applications.
  • Conducts feasibility reviews and is responsible for review of the feasibility review performed by analysts.
  • Cultivates and utilizes knowledge of local, state and federal laws and regulations relevant to multifamily housing development, commercial real estate lending, Housing Tax Credits and HUD programs to evaluate projects.
  • Develops and maintains policies, procedures, and forms to ensure effective administration of the owner-occupied Affordable Housing Program (AHP).
  • Makes decisions concerning extension, modification, de-obligation, monitoring and compliance of rental housing AHP projects and makes recommendation to/obtains approvals of the Director of Community Investment as required in procedures.
  • Manages and develops high performing team members through communication, feedback, coaching and completion of mid-year and year-end performance evaluations.
  • Oversees advanced business plan evaluation, project feasibility analysis and market analysis of affordable housing projects during selection, disbursement and final monitoring to ensure compliance in accordance with applicable federal regulations and Bank policies and procedures.
  • Supports the Community Investment Advances program and approves eligibility for Community Investment Advances.
  • Analyzes complex multifamily rental project disbursements to ensure the project is viable for funding and approves rental project disbursements recommended by analysts to ensure projects are compliant with AHP commitments, regulation and Bank policies.

Qualifications:
  • 5+ years' experience in residential real estate underwriting and lending, housing development and housing finance.
  • Experience in affordable housing programs as conducted by non-profit or government entities is preferred, including work involving with local, state or federal programs developing or funding affordable housing projects.
  • Experience in staff supervision and development.
  • Ability to gather, assemble, correlate and analyze facts to prepare concise reports for decision making, identify problems and devise solutions.
  • Adept in use of personal computers and Microsoft Office, including Outlook, Word, Excel and PowerPoint.
  • Excellent analytical, written, interpersonal and verbal communication skills.
  • Experience and skill working in a team oriented environment, including the ability to communicate and negotiate with a diverse clientele.
  • Bachelor's Degree in Finance, Accounting, Business, Economics or related field; or equivalent experience.
  • MBA, advanced banking certifications, or professional housing certification preferred.

Compensation Range:
Annual Salary: $140,000.00 - $150,000.00

This salary range represents the Bank's good faith and reasonable estimate of possible compensation at the time of hire. Offer to be determined by selected applicant's education, experience, knowledge, skills & abilities, as well as internal equity and alignment with market data.This role is also eligible to participate in the Bank's annual incentive plan.
