SAIC is seeking a Senior Business Intelligence Analyst to support our team of qualified, diverse, and highly motivated individuals supporting the Office of the Under Secretary  of Defense for Research and Engineering (OUSD(R&E)). The qualified candidate will provide engineering and analytical support to the Joint Acquisition Protection and Exploitation Cell (JAPEC), responsible for providing counterintelligence and technical assessments related to emerging technologies within academia, industry, and the DoD R&E enterprise.  Work will be performed primarily at the Applied Research Laboratory for Intelligence and Security (ARLIS) at College Park, MD, supporting DoD, members of the Intelligence Community (IC), the National Counterintelligence Task Force (NCITF), the Critical Technology Protection Integration Center (CTPIC), Federal Bureau of Investigation (FBI), and other Departments and Agencies.  Some travel may be required, less than 10% of the time, predominantly within the continental United States.

Primary responsibilities include:

  • Examine DoD systems and technologies in order to decompose them into components (e.g. software, hardware materials), information (i.e., intellectual capital, intellectual property and data), and materials
  • Analyze traditional and non-traditional supply chains in order to identify threats, vulnerabilities, and opportunities for exploitation
  • Apply Business Intelligence (BI) and social network analysis to illuminate networks of individuals, financial and non-financial business activities, technology trends, academic partnerships and research collaborations
  • Identify business relationships such as contracts, licensing agreements, and board memberships in order to analyze: raw material acquisition, technology transfer and delivery, supply chain dynamics including sole source entities, reliance on foreign sources of manufacturing or raw materials, and patents related to DoD technology modernization areas
  • Identify, characterize and analyze the capacity and maturity of the technology, innovation, development, and manufacturing ecosystem, including tiered and sub-tiered supplier bases, both domestic and foreign, to develop, deliver, and evolve critical enabling technologies and components
  • Formulate risk mitigation strategies to address technology and technical stakeholder interests

Qualifications

Education & Experience

  • Bachelor’s degree
  • 14 years of relevant experience
  • Excellent written and verbal communication skills
  • Excellent customer service skills, with an advanced understanding of customer relationship building
  • Knowledge of the DoD acquisition processes, policies, and guidance
  • Proficient in MS Word, PowerPoint, and Excel
  • Analytic ability – must demonstrate ability to conduct technical analysis linking intelligence, acquisition, engineering/technical information.  Analytic ability may be demonstrated with any combination of work products and education
  • Demonstrated ability to provide timely and accurate information to senior government officials in support of policy and management decisions
  • Knowledge of the DoD acquisition processes, policies, and guidance

Clearance

  • Active Top Secret clearance with SCI eligibility

Desired Qualifications

  • Active TS/SCI clearance
  • Master’s degree in engineering discipline or related science, technology, engineering, and math (STEM) field and twelve (12) years of expereince 
  • Knowledge of DoD systems engineering practices, such as technology decomposition and criticality analysis
  • Knowledge of blue-mapping and supply chain risk management practices
  • Knowledge of Business Intelligence (BI) and social network analysis practices, tools, and processes
  • Knowledge of Office of the Secretary of Defense (OSD) organizational structures, functions, and communication protocols
  • Knowledge in one or more of the DoD technology modernization areas
