Position Description
Employees in this position are responsible for managing the day-to-day administrative operations of a clinical department. Persons in this position must exercise a high degree of initiative and independent judgment, and should have a general knowledge of Health Sciences Center policies and procedures as they relate to department financial management and personnel administration. Provide direct supervision to department staff personnel. Work is performed under usual office conditions; deadlines, meetings and maybe some travel. Additionally, work requires considerable contact and coordination with HSC administrative officials, administrative personnel of other departments and units, granting agencies, other institutions, and government organizations.

Major/Essential Functions
 

  • Facilitates long-term and short-term strategic planning process.
  • Oversees performance improvement initiatives impacting quality of care, access to care, and patient satisfaction.
  • Leads key projects across multiple teams through the planning, implementation, evaluation and adjustment stages
  • Nurtures and manages crucial relationships with the hospital partners. Oversees contracts and division grants.
  • Oversees faculty recruitment from job posting, to communication with candidates, site visits, letter of intent, to offer. Ensures EEO and HR compliance
  • Oversees infrastructure for communication in large divisions and clinics, including huddles, monthly and quarterly meeting schedules, and weekly e-communication.
  • Communicates and collaborates with Cancer Center Research division chief, and with Clinical Cytogenetic Laboratory division chief.
  • Oversees and maintains departmental compliance with all regulatory agencies and regulations through TTU policies and procedures. Oversees departmental policy and procedure manual.
  • Participates in department budget preparation and implementation. Responsible for purchasing and inventory management for clinic equipment and supplies.
  • Addresses internal/external complaints about employees or department performance. Ensure compliance with institutional risk management guidelines.
  • Supports and participates in continuous quality improvement efforts.
  • Demonstrates and promotes excellent customer relation skills within the Department.
  • Provides direct supervision to managers responsible for nursing, patient services, patient experience, medical records, managed care, department billing. This includes hiring, training, developing, mentoring, evaluating, and coaching.
About the Department:
Texas Tech Physicians Pediatric department in Lubbock is the second largest in the Texas Tech School of Medicine. The Department has nine different clinics, with divisions of: General Pediatrics, Hospitalist, Hematology/Oncology, Pulmonology, Neurosurgery, Neurology, Endocrinology, Infectious Disease, Complex Care, High Risk, Genetics Counseling, Pediatric Critical Care, Cytogenetic Clinical Laboratory, and a world-renowned Cancer Center Research Lab. The department has approximately 200 team members from faculty to staff and administration. Texas Tech Physicians Pediatrics Clinic is committed to providing high quality medical care to the Pediatrics community and their families. We are dedicated to providing an excellent training environment for Pediatric Physicians of today and the future. Our clinics are fast-paced and team oriented, where the patient's needs are always prioritized.

Preferred Qualifications
 
  • Undergraduate or master's degree in accounting or finance
  • Three years' experience negotiating clinical and business relationships with healthcare facilities
  • Three years' experience managing the revenue cycle for a clinical operation
  • Three years' experience managing ambulatory clinical operations
  • Demonstrated experience in establishing priorities of work for direct reporting employees within a clinical and business environment. 
  • Demonstrated experience in successful administrative and financial leadership of a large clinical academic department at a medical school with a matrixed environment
  • Demonstrated experience with developing organizational and individual provider financial statements for a large clinical operation with multiple divisions
  • Previous TTUHSC administrative experience
  • Experience managing service and faculty contracts

Required Qualifications
Master's degree in health care administration or a business- related area. Three years of progressively responsible administrative and supervisory experience. Working knowledge of the principles and fundamentals relating to budgeting, accounting, recordkeeping, and business writing; ability to establish and maintain effective working relationships; knowledge of general administrative procedures that apply to functions such as personnel, payroll, and purchasing; ability to communicate effectively, both orally and in writing; ability to exercise judgment in unusual or new situations, and able to exercise discretion when processing confidential material.
