We have an exciting opportunity in our Risk Management Department for a Sr. Director to be part of one of the fastest growing community banks on the Central Coast. The Sr. Director will be a key member of the Risk Management leadership team. The Sr. Director ensures effective and efficient operations while overseeing the audit team’s execution of the annual audit plan, with focus on Enterprise & Operational Risk Management and FDICIA effectiveness testing. We are seeking candidates with experience in the financial services industry, who have strong leadership skills and are able to work in a fast-paced & collaborative team environment.

JOB DUTIES

  • Effectively plan and function as Auditor-In-Charge for audits of all areas subject to audit within the company, overseeing third party audit firms engaged to conduct specific audit activities and reviewing audit work papers for adequacy of coverage and content to support audit findings.
  • Develop and implement effective audit techniques and procedures and utilize documentation skills to effectively prepare summaries of findings and audit reports and communicate significant observations and potential areas of concern in a timely manner with the Chief Risk Officer, Senior and Executive Management, as well as the Audit Committee.
  • Develop review and analyze the ongoing effectiveness of all audit programs, recommending changes and improvements as appropriate.
  • Create and maintain the annual audit plan and audit universe, including approving audit scope and reporting / communication of results per the approved internal audit plan.
  • Evaluate and analyze the effectiveness of more complex procedures and internal controls within the assigned corporate or compliance area, using appropriate audit skills, techniques, and judgment.
  • Oversee FDICIA design review and testing effectiveness efforts for the Bank.
    • Proactively plan and execute FDICIA testing requirements timely and in compliance with department standards throughout the year.
    • Review internal control documentation and test plans to ensure they are current and targeted to the appropriate activity.
    • Prepare and review working papers for testing activity, ensuring documentation standards are consistently met.
    • Communicate FDICIA testing results to senior management and monitor remediation efforts.
    • Generate and drive FDICIA compliance program improvement efforts.
  • Serve as a liaison to external auditors, regulatory examiners, and other stakeholders.
  • Maintain collaborative working relationships with key members of senior management without impairing independence to ensure that Internal Audit is aware of changes in business activities and objectives and to strengthen the audit team’s value across the organization.
  • Conduct and/or assist with special projects to evaluate the effectiveness of procedures, separation of duties and internal controls; assist independent public accountants or examiners and support other audit personnel; and handle auditee questions and inquiries.
  • Develop a strong understanding of the Bank’s operations, products, structure and regulatory environment and ensure up-to-date knowledge on changes within the organization and identifying the relevant operational, financial and regulatory risks.
  • Maintain compliance with The Institute of Internal Auditors’ International Standards for the Professional Practice of Internal Auditing.

Compliance
  • Complies with all bank policies and procedures and all applicable government regulations including, but not limited to the Federal Deposit Insurance Corporation Improvement Act (FDICIA), staying current and knowledgeable of all policies, procedures and regulations related to the job functions and completing all assigned training on time, requesting additional training as needed to be proficient in all job responsibilities; cooperating with internal and external auditors and bank examiners by providing full cooperation and timely delivery of requested documentation and information; and reporting concerns about compliance to the Compliance Officer to enable prompt remediation.
  • Complies with Bank policies and procedures relating to the Bank Secrecy Act (BSA), and Anti Money Laundering (AML) and Office of Foreign Asset Control (OFAC) guidance. Report suspicious activity to the BSA Department through a Suspicious Incident Report (SIR).
  • Adheres to privacy and information security policies, and ensure all sensitive internal and external customer information is properly secured and safeguarded. Use secure methods delivering client and/or confidential data by email.

QUALIFICATIONS

  • Bachelor’s Degree (Business, Finance or Accounting preferred), plus 14+ years of related professional experience.
  • Designation as Certified Public Accountant (CPA), Certified Internal Auditor (CIA), Certified Risk Management Assurance (CRMA), Certified Regulatory Compliance Manager (CRCM), Chartered Financial Analyst (CFA), or other relevant certification is preferred.
  • Minimum of 10 years internal auditing or comparable work related experience in the financial services industry, with managerial level experience and demonstrated proficiency in the following areas:
    • Financial and operational auditing
    • FDICIA and/or Sarbanes-Oxley compliance (for reliance purposes)
    • Business process improvement
    • IT General Controls testing (for reliance purposes)
  • Strong leadership skills and people management skills.
  • Demonstrates knowledge of the business environment in which clients work and treats clients with professionalism and respect
  • Demonstrates understanding of objectives, issues, and root causes and provides insightful, fact based, data analysis to help solve complex problems
  • Demonstrates ability to make decisions and takes actions consistent with available facts, constraints and anticipating consequence
  • Drives the Audit vision and strategy and serves as a catalyst of positive change, socializes innovative ideas and action plans, obtains necessary resources and support, and consistently drives change
  • Executes functional responsibilities with quality, efficiently, on-time, and within budget
  • Demonstrates knowledge of subject matter area and serves as a resource to the business

  • Deep expertise and understanding of enterprise and operational risk management as it applies to internal audit.
  • Thorough knowledge of bank policies, procedures and practices in the areas assigned; with sufficient knowledge of laws and regulations governing banks of at least $1 billion in assets.
  • Strong knowledge in specific area(s) such as compliance, Information Systems Technology, Financial/Accounting, Operations, etc.
  • Strong knowledge of information systems technology.
  • Ability to handle confidential and proprietary information.
  • Ability to identify, analyze and solve complex issues quickly with logic and reasoning.
  • Ability to work with little or no supervision on audit assignments, determining when to act independently and when to refer situations to superiors.
  • Ability to work with and relate to superiors, subordinates, associates and customers in a professional manner and to motivate and lead associates to willingly achieve desired results. This would include training other audit team members.
  • Ability to effectively communicate complex issues to bank management, both orally and in writing, in an accurate well-organized, logical manner to effect action.
