Senior Project Manager (Sr. PM) is responsible for medium to highly complex projects, and able to manage multiple small, medium and large sized external and internal projects and a single small to medium size program from governance approval through operational readiness. This role will also provide support for all types of external and internal programs/projects, as well as provide mentorship to other PMO team members.

ESSENTIAL FUNCTIONS:

  1. Manage low to high complexity projects, and multiple small, medium and large external/internal business and IT projects in accordance with project management methodology (waterfall and agile), including but not limited to:
    1. Scope management; in/out identification, expectations setting, project and client project change requests, RAID logs, assist PGM with ITOM (intake/governance) process.
    2. Team Leadership;
      1. coach and re-enforce Agile/Scrum practices, establishing team values and work patterns that support self-organization.
      2. assessing the scrum maturity of the team and organization and coaching the team to higher levels of maturity and efficiencies, at a pace that is sustainable for team and organizational growth.
      3. able to coach other coaches and teams; lead Scrum of Scrum.
    3. Stakeholder analysis; relationship management; client engagement with direct support of the account management function.
    4. Schedule management;
      1. agile ceremonies, sprint planning, back log refinement, organize and conduct team demos, maintain and report, story points, removing blockers and velocity tracking/reporting, team progress in Azure tool.
      2. supporting and educating the Product Owner, especially with respect to backlog refinement.
      3. WBS creation, baseline management, maintain and report team progress using MS Project or equivalent, ETC/EAC/Variance tracking and reporting.
      4. standard PMO status and financial reporting, create critical path.
    5. Communications;
      1. facilitates project or SCRUM meetings, creates, updates and distributes project/team documentation, sends regular progress and status updates, contributes to executive level dashboards, monthly/quarterly business reviews. Produced weekly or bi-weekly project status report per PMO policy.
      2. facilitating discussion, decision making, and conflict resolution.
    6. Cost management;
      1. actual cost tracking, forecast/re-estimate costs, ETC, EAC, and variance management, overall valuation of the project progress and execution. Project resource management and maintaining financial time tracking and reporting tool, true-up staffing profiles and maintain required fields in PPM tool.
      2. preparing, supporting, presenting and defending financial data across projects, client portfolio or program.
    7. Change control;
      1. using standard PMO change control process and best practices, document change control items that impact timeline, scope, resources or dollars includes internal and external (client or vendor) events and activities.
      2. Identifying, managing, negotiating and communicating client change requests (CRs), and incident management.
    8. Risk & Quality management;
      1. tracking and resolving or mitigating RAID log items, facilitating issue / defect resolution and warranty support, and managing scope, financials and time that optimize quality.
      2. Identifying, managing, negotiating and communicating issues & risks; cross platform / project RAID log item notification and review.
    9. Business Readiness; work with product owners, sponsors and stakeholders; implementation and rollout plan, understanding business readiness and communication/notification activities and process creation/mapping, operational turnover, release & change management support, and training plans.
    10. Documentation; create and maintain project artifacts per PMO policy, standards and best practices.
    11. DevOps and Production Support Process adherence; Role and team adherence to DevOps and Production Support Processes that include but not limited to; incident management, release management, build management, deploy management, change management, and production support.
  2. Assist PGM with the intake and demand management process to ensure client requests move through the IT Operations Model (ITOM) process. This includes, but not limited to:
    1. creating the intake request form.
    2. coordinating, collecting and creating relative order of magnitude (ROM) estimates.
    3. ensuring impact assessment forms are completed.
    4. representing client requests at weekly IT Operational steering committees and IT Capacity Planning meetings, and when necessary at IT Senior Steering Committee meetings.
  3. Assist PGM with the management of, contribute to, prepare and present periodic program or project status to Senior business leaders and/or C-suite, and/or to Executive Client leadership, including Quarterly Business Reviews (QBRs) with external clients.
  4. Assist PGM or SPGM in managing and/or providing coverage for large projects and/or programs.
  5. Provide guidance and mentorship to other PMO team members.
  6. Participate in continuous improvement teams, research and seek out emerging PMO industry best practices and provide input to PMO management.
  7. Continuous training and professional development; meet training and growth plans and expectations.
  8. Limited travel required to U.S. based offices and to client sites on an as needed basis.
  9. Other duties as assigned.


QUALIFICATIONS

Minimum Qualifications

    • 1-3 years’ experience within a formal PMO at organizations small-large sized.
    • Minimum of 2 years of Agile experience.
    • Blend of traditional and agile delivery methodologies and experience.
    • Expert proficiency in Microsoft Office, including: Word, Excel, PowerPoint and Visio.
    • Expert proficiency in Microsoft Office Project AND mid-level experience in other project management tools, such as Project & Portfolio Management (PPM) & Azure DevOps.
    • Strong written and verbal communication skills, e.g., ability to write detailed, understandable notes and other business documents.
    • Works well under pressure in a fast paced and deadline driven environment; ability to multitask and meet expectations in a changing environment.
    • Superior negotiation skills.
    • Passion for leadership.
    • At least 3 industry recognized training within the project management discipline.
    Bachelor’s degree and 3-5 years’ professional experience successfully delivering projects with budgets between $100-500K and project teams >15 OR 7-10 years’ professional experience with the same project criteria; spread between: business and technology, software development lifecycle management (SDLC) and business readiness.


    Preferred Qualifications

    • 7-10 years’ experience within programs >$500K and teams >20 OR managing 3-5 organizational/5-8 client projects with budgets >$300K and project teams >15 at a time.
    • Project Management Professional (PMP) certification or SCRUM / Agile certification or relevant / equivalent certification.
    • 3-5 years’ successfully delivering on formal change management and continuous improvement.
    • Experience with Health Plan Project Management.
