Sr. Administrative Manager
The Sr. Administrative Manager is responsible for managing the day-to-day operations and clinical operations of an independent oncology practice and infusion center at Bayview Medical Center. Responsibilities include managing, coordinating, and overseeing the day-to-day clinical operations on-site, financial clearance and revenue cycle management, responding to the needs of multiple faculty members, supervising staff, providing coverage, developing and managing budgets, purchasing, purchasing, and maintaining all clinical equipment, coordinating all resources, including physicians, nurses and administrative staff. Under the direction of the Medical Director, the Assistant Administrator, and the Steering Committee, the position will create and implement policies and procedures for BV Oncology. The position will create a management structure for continuous process improvement, enhanced communication, team building, conflict resolution, service excellence and enhanced patient satisfaction.

Specific Duties & Responsibilities:

  • Oversees daily operations of services to assure safe, efficient and effective patient care.
  • Coordinates all clinical schedules of physicians according to guidelines of BV Oncology.
  • Develops and manages annual operating budget.
  • Coordinates policies and procedures with central Pharmacy
  • Manages and coordinates all activities related to patient access and physician availability. Assures close coordination of scheduling, patient information, and patient flow. Manages and coordinates schedules of physicians, technicians, resources, staff, and rooms to achieve this goal.
  • Ensures compliance with Joint Commission policies and other regulatory requirements.
  • Develops comprehensive knowledge of multiple JHH/JHU electronic systems for charge capture, billing and financial and clinical reporting for outpatient practice. Develops comprehensive knowledge of operational systems leading to proper billing and compliance with Medicare and HSCRC regulations. Such systems include Charge Capture, Epic, IQueue and the relevant interfaces.
  • Works with physician leadership on work flow issues related to system changes for providers
  • Maintains a consultative and collaborative relationship with management and leadership within the Oncology Department, the SOM, and JHH. Examples of these collaborations include: Nursing, Production Unit, Medical Records, Referral Office, and Access Services. Engages in problem solving and takes corrective action when needed.
  • Tracks and analyzes clinical volumes. Tracks clinical practice revenues. Implements systems to provide proper controls, analysis and good business practice. Produces monthly and ad hoc management reports
  • Takes responsibility for clinical and financial audits from inside or outside requestors
  • Assists in preparation of budget and budget amendments. Monitors budget. Works with Assistant Administrator to develop overall strategy for expenditure control and revenue growth.
  • Closely monitors time of service, cash collections and bad debt with goal to improving cash position for Oncology. Is knowledgeable in all aspects of professional fee billing and coding. Assures that all patients have financial clearance with third party payors before beginning treatment
  • Communicates with third party payers or treatment plan changes and works with patients to maintain health coverage for entire treatment period
  • Assures high standards of patient and employee satisfaction
  • Maintains knowledge of and involvement in billing, insurance, HMO issues and methods to resolve issues. Assists in creating and maintaining an environment that meets the standards for accurate and timely billing and meeting compliance standards. Maintains and monitors charge capture. Works with billing department to resolve issues.
  • Establishes and implements standards for the proper functioning of the services and integrates these with Johns Hopkins Hospital and School of Medicine standards, including clinical practice standards set by the CPA and the department, and service excellence standards.
  • Monitors clinic compliance with quality assurance guidelines, infection control guidelines, JCAHO standards and makes arrangements for implementation.
  • Implements and monitors staffing for patient related functions, assures coverage and trained back-up for all affected positions. Manages all personnel issues for support staff.
  • Monitors patient satisfaction, intervenes and handles patient complaints and acts as a patient advocate when necessary.
  • Assures that all staff are involved in appropriate continuing education and training and that educational plans are part of staff development.
  • Holds routine staff meetings, establishes interface with faculty, and builds atmosphere of communication and support. Is proficient in conflict resolution and implements training in conflict management skills.
  • Assists in functional planning of space, equipment and personnel to maximize productivity. Ensures that clinical equipment is maintained in adequate working order and schedules maintenance. Originates documentation and evaluation for equipment purchases.
  • On a regular and continuous basis exercises administrative judgment and assumes responsibility for decisions, consequences, and results having an impact on people, costs, and/or quality of service within the functional area.


Supervision of Others: 8+ FTEs

Minimum Qualifications (Mandatory):

Bachelor's degree in business, finance, accounting, or other related field.

Five (5) years of progressively responsible professional-level administrative or financial experience related to monetary or non-monetary resources of a department, center or unit.

Master's degree in a related field may substitute for required experience and additional experience may substitute for education, to the extent permitted by the JHU equivalency formula. 18 graduate degree credits may substitute for one year of experience. Additional related experience may substitute for required education on the same basis. For jobs where equivalency is permitted, up to two years of non-related college course work may be applied towards the total minimum education/experience required for the respective job.

Experience
  • Minimum of five years progressively responsible professional-level administrative or finance experience.
  • Comprehensive understanding of the dynamics of the academic activities of an academic medical institution.
  • Demonstrated knowledge of grant/contract management.
  • Ability to manage human resources, and develop policies and procedures required.
  • A master's degree in a related field may substitute for required experience and additional experience may substitute for education, to the extent permitted by the JHU equivalency formula

Preferred Qualifications:

Bachelor's degree required in the area of business or administrative theory, mathematics, finance

Master's Degree preferred
