Obtain basic goods and services at the lowest total cost with focus on total value. Assist other departments in supplier selection, define product specifications and ordering practices that reflect the best interests of the company.
Purchasing requirements for assigned materials from approved and qualified suppliers in sufficient lead time to prevent material shortages, and recommend cost savings improvements. Ensure all activities are in compliant with company policies and practices. Resolve problems that arise in relation to delivery dates, quality, specifications, quantity or cost of purchased goods or services. Review requisitions and confer with departments regarding requirements, specifications, quantity and quality of merchandise, and delivery requirements. Recommend alternate suppliers where a savings in cost or improved delivery will result. Review discrepant invoices on an exception basis which are not in complete agreement with purchase orders, and participate in internal meetings with suppliers as required. Issue purchase orders, negotiate contracts, and establish blanket orders that may include consignment stock. Investigate supplier's financial condition, technical competence, facilities, and production techniques to ensure adequate supply sources. Negotiate prices and follow competitive bidding procedures when necessary to ensure the lowest total cost for specific materials, interacting with other departments when necessary.
Knows the criteria, process and tools for measuring and recording purchasing performance Ability to engage in basic contract negotiations and develop contracts in standard form; create basic project plans and manage source plan and implementation across functions and sites. Ability to analyze and evaluate quotations submitted by potential suppliers to assure that the quality, quantity, delivery terms, and costs are acceptable. Demonstrates effective written and oral communication and presentation skills Ability to prepare concise spreadsheets and present financial information in graphical form to support procurement decision making. Working knowledge of planning and purchasing systems; accounting principles and budgeting practices. Proficiency with personal computers and software, including Microsoft Office Suite (Excel and Word); effective analytical, organizational, and communication skills are required.
BS in Business Administration or related field. 5-7 years of purchasing experience required or experience in related skill field (finance, accounting); or equivalent combination of education and experience.
