ECS is seeking a Stock Assessment Modeler and Workflow Automation to work in our Remote office.

Job Description:

ECS is seeking qualified candidates to work remotely to support the NOAA Fisheries research and development of tools to streamline workflows, improve reproducibility, and enhance transparency of operational fisheries stock assessments.

The ideal candidate will be required to accomplish the following key tasks:

  • Collaborate with national and regional scientists to assess community needs, strategize, and prioritize workflow improvements.
  • Translate user requests into prioritized requirements.
  • Design, develop, and maintain streamlined, reusable workflows to process stock assessment input data.
  • Design, develop, and maintain software systems to create stock assessment products (e.g., reports, presentations) from data and model outputs.
  • Develop software platforms and GUIs for national analytical tools used in fisheries science, including supporting transitions from legacy platforms.
  • Facilitate community software development and version control.
  • Follow modern software development standards, including those for testing, validation, documentation, and maintenance.
  • Keep abreast of NOAA IT policies to ensure compliance.
  • Follow open science and FAIR data principles.
  • Develop and lead training modules and documentation for stock assessment software and GUIs as needed.
  • Provide briefings, presentations, and reports (e.g., to leadership, national working groups, etc.) on development projects and progress as needed.
  • Publish working papers, technical reports, and peer-reviewed papers to document research, development and testing activities.
  • Communicate project activities and results to scientific, technical, and general audiences in written and oral formats.
Salary Range:65,000-80,000

Required Skills:
  • Bachelor's degree in data science (or similar), marine science (or a related natural resources field of study), quantitative science (or similar), computer science (or similar).
  • Ability to obtain and retain a Public Trust security clearance.
  • Excellent programming skills, including experience in R and other languages such as C++, Python, Julia, JavaScript, or HTML.
  • Knowledge and/or experience with statistical software such as R, AD Model Builder, TMB, MATLAB, and others.
  • Experience with developing and implementing standards in software and data management and documentation, including using code versioning software such as Git.
  • Communication verbally and in writing (including using visual presentations) to a variety of audiences including technical, scientific, and non-scientific.
  • Agile project management for complex and technical projects, including good time management skills under strict timelines, adaptability to changing priorities, and attention to detail.
  • Coordinating with diverse project teams to develop, improve, and achieve project objectives.
  • Communication verbally and in writing (including using visual presentations) to a variety of audiences including technical, scientific, and non-scientific.
  • Ability to multitask, maintain flexibility, and travel as needed to relevant workshops and meetings.

Desired Skills:
  • Master's degree or higher.
  • Familiarity with NOAA Fisheries' stock assessments, including an understanding of analytical techniques, terminology, and the connection between population modeling and marine resource management.
  • Familiarity with relational databases for scientific information.
