Summary:

Pathfinder is seeking a Technical Director for the upcoming 5-year USAID PROPEL Health opportunity. This APS (1-3 awards) will focus on policy, advocacy, health financing and governance activities and technical assistance, and transition initiatives, for family planning and reproductive health (FP/RH), and FP/RH integration with maternal health, HIV/AIDs and other health areas. Gender, youth, FP/RH integration across health, health equity, capacity development, private sector engagement, and transition from development assistance towards self-reliance are all central to this APS.The Technical Director will provide overall strategic direction and technical leadership for the program, support project staff in the field to strengthen the capacity of host-country counterparts to implement evidence-based and high-impact services and evaluate the quality and outcomes of project interventions. The Technical Director will collaborate and coordinate with technical team leads of other USAID PROPEL Rounds to ensure that implementation is based on the most up-to-date standards and guidelines and will contribute to global leadership discussions with USAID and other international bodies. The Technical Director will operate under the leadership of the Project Director and Pathfinder's senior management team and will oversee and ensure the technical and methodological soundness of all project activities. In collaboration with the project team and partners, the Technical Director will support the design and implementation of service delivery strategies based on scientific evidence.

Key Job Outcomes:

  • Provide technical leadership, oversight, strategic direction and definition of appropriate project activities.
  • Provide technical leadership to the development of project strategic plans, work plans, and project monitoring, in close collaboration with Ministries of Health, USAID, and other stakeholders to ensure timely implementation and compliance to the requirements and regulations of the award.
  • Establish and implement a system to ensure technical quality of project activities.
  • Provide mentoring and capacity building at the individual and organizational level in specific areas of expertise.
  • Lead formulation of innovative approaches for scale-up of targeted services in complex settings.
  • Participate in country co-creation activities to ensure alignment between global-level and country-level plans, priorities, roles, and expectations.
  • Provide technical assistance for conducting initial rapid assessments post country buy-in, assessing health system, and developing appropriate strategies to respond.
  • Identify and implement appropriate strategies to address service delivery gaps.
  • Coordinate advocacy, demand generation, and policy support, across countries, as needed.
  • Supervise technical staff both located at HQ and remotely.
  • Develop scopes of work and oversee performance of consultants and short-term TA providers.
  • Maintain excellent relationships with USAID and in-country stakeholders, and develop rapid responses.
  • Collaborate with all local stakeholders and implementing partners, especially MOHs and other U.S. and international implementing partners to ensure that all activities conform to requirements and regulations.
  • Actively participate in relevant technical advisory/working groups and professional forums representing Pathfinder.
  • Work with health care providers, local authorities, community members and project team members to identify service delivery issues that impede access to care and uptake of services.
  • Work closely with the Project Director to set project priorities and directions, and respond to requests for support from local counterparts.
  • Oversee technical contributions of sub-grantees, including defining scopes of work.
  • Work with M&E staff to design, implement a plan to track data/results to inform adjustments in project implementation.
  • Document successes, lessons learned and challenges in implementation as well as reports of project activities and results to the project and donor, including routine quarterly and annual reports and other reporting requirements as requested.
  • Document and maintain an inventory of successful tools and approaches.
  • Author/co-author abstracts, presentations, and articles for journals and conferences.

Minimally Required Job-Specific Competencies:
  • Demonstrated international credibility as a leader on matters of designing, implementing and strengthening policy, advocacy, health financing and governance for FP/RH, MCH, HIV/AIDs and other health services.
  • Demonstrated international credibility as a leader on matters of designing, implementing, and strengthening integrated health service delivery, training, supervision and quality improvement systems.
  • Demonstrated leadership, management, coordination, teamwork, and planning skills, with proven ability to liaise effectively with and collaborate with diverse stakeholders, including global (WHO, UNICEF, FP2020, Gavi, etc.), regional (WAHO, ADB, etc.), national, local, public and private partners.
  • Demonstrated knowledge of/experience supporting project M&E, research, learning, and CLA activities.
  • Fluent English oral and written communication skills. Fluency in additional languages is preferred but not required.

Minimally Required Organizational Competencies:
  • Passion for Sexual and Reproductive Health and Rights: Commitment to family planning, reproductive health services, gender, maternal, child health services, and eradication of harmful traditional practices
  • Self-Management and Teamwork:Ability to work independently or as a member of the team, ability to be detailed-oriented, and ability to manage stress effectively in a fast-pace environment.

Required Education, Training and Experience:
  • Clinical or public health graduate degree required
  • At least fifteen (15) years' experience in international health programming, including at least ten (10) years' experience in senior-level clinical/technical positions and experience designing, implementing, teaching, and/or managing integrated MNCH/FP/RH or HIV/AIDS clinical and preventive service delivery, at facility and community level, and public or private sectors.
