The Technical Program Manager serve as the liaison between data and business. This role applies analysis of business systems and data solutions to increase the efficiency and effectiveness of work processes for both current and future business needs. Often involves working and consulting with business management and information technology staff to define business and work process requirements, understand application data requirements, document data sources/inputs/outputs, facilitate data governance activities, serve as an data expert to the Analytics team, and participate in related project work.

Responsibilities:

These are intended to be defined in the breadth of Business Systems Analyst functions. Incumbents typically are assigned a number of these functions, but the assignments will vary over time due to changing business needs.

  • Typically works under direct supervision from a business systems analyst lead and/or Analytics management.
  • Facilitates development, understanding and documentation of data input/output associated with business requirements in specific business areas; Develops and documents of new or changed business requirements.
  • Analyzes business data flow, captures data creations and changes resulting from business processes optimization, documents key performance indicators, perform gap analysis; Recommends improvements in business processes based on data and analytics; Analyzes application systems and Analytics platform and determines optimal configuration for capturing business transactions as well as process monitoring and decision making needs; Applies business system techniques to recommend solutions to data related issues.
  • how to handle a business issues with system tools; Translates business processes into requirements which can affect application configuration, set up, and reporting; Functions as the source information on the specifications for an area of business operations who need this information; Answers questions and addressing data related issues on the operations of an application which may come from staff or management.
  • Participate and lead the data governance efforts.
  • Queries databases supporting the business areas, writes reports to gather data needed by business areas for dealing with business issues and business-related decisions; Recommends solutions to business issues which arise involve interaction with one or more applications.
  • Follows established change protocol including appropriate approvals of deliverables by management.
Minimum Requirements
  • Thorough understanding of software development lifecycle from conception to delivery.
  • Proven experience managing full life-cycle projects or programs of an increasingly large and complex scale in a highly regulated industry.
  • Experience working with key stakeholders to collect business requirements as well as working with Product Managers to collect users\ requirements and translating into technical requirements.
  • Exceptional organizational skills including prioritizing, scheduling, time management, and meeting deadlines.
  • Effective verbal and written communications with technical and non-technical stakeholders across the organization, including: facilitation, listening, and motivating stakeholders across the organization.
  • Experience acting as Scrum Master, and utilizing Agile best practices.
  • Proven problem-solving skills with demonstrated ability to think out of the box and generate creative solutions.
  • Demonstrated experience working with developers and key stakeholders to deliver products or solutions.
  • Knows how to prioritize user stories and acceptance criteria, gathering regular feedback, protecting timeline, and keeping backlog groomed.
  • Ability to effectively function in a fast paced, quickly changing environment.
  • Experience with health insurance or general healthcare industry is with emphasis in healthcare/clinical data is preferred.
  • Experience with Claims process and data is preferred
  • Exposure to Snowflakes, SQL, and modern BI tools are preferred.
Normally to be proficient in the competencies above:
  • The Technical Program Manager would have a Bachelors in Computer Science, Engineering, Mathematics, Business Administration or related field and 5 years of technical program management or an equivalent combination of education and experience.
  • A minimum of one year experience in managing technical program, defining and analyzing business requirements, data profiling, and/or data governance is required.
  • Experience with health insurance or general healthcare industry is required.
