Primary Job Purpose

Over the last few years, Cambia has invested in a greenfield human services platform. This platform is deliberately abstracted of our health plan legacy systems and core to our diversification and growth strategy. This is a first in health care - retail-inspired, cloud-native platform based on open standards with serving the individual healthcare consumer as a north star. Informed by over a decade of experience innovating and investing in digital health startups, we have recruited a best-in-class engineering team driven by Our Cause, a person-focused vision, strategy, culture, state-of-the-art methods and technology platform. This strategy and platform have become a pillar for Cambia and our Digital Health and Digital Engagement Solutions. The VP of Engineering will lead this strategy & team, partner with our consumer solutions & health plan business, clinical & product leaders, and lead the next phase in our engineering strategy at a regional and national level.

General Functions and Outcomes

  • Develop Platform vision, strategies and roadmaps to meet CCS business objectives with existing or emerging technologies in your area by partnering with CCS colleagues - Product and Product Engineering.
  • Build, grow, and lead the CCS PaaS product and engineering team to develop and maintain end to end technical solutions while fostering innovation, leveraging new technologies, and strong customer- centered service mindset. Shape a highly performant PaaS engineering team with critical skills and experience.
  • Champion culture changes needed to build and operate a Platform and PaaS capabilities leveraged by CCS and external engineers to build seamless and winning consumer experiences and products.
  • Instill best practices for software development and service execution. Drive for engineering excellence including automation, quality, efficiency, and productivity. Automation and reliability are the key for providing large scale services effectively.
  • Proactively communicating Platform product plans, changes, and utilization.
  • Keep track of the industry development status of PaaS and DaaS. Foster innovation and leverage new technologies.
  • Provide technical guidance to the team including architecture, design, and code reviews.
  • Platform development backlog prioritization, planning of features, sprints and epics, stakeholder management and tracking of external commitments.
  • Define, track and report Platform milestones and success metrics.
  • Manage multiple vectors of change such as technology migration, location rationalization, in-sourcing and process changes while ensuring business delivery.
  • Operational Excellence: monitoring & operation of production services including understanding user experience and ensuring happy customers levering the Platform.
  • Sets infrastructure and systems strategy in conjunction with all technology areas of Cambia.
  • Provide technical guidance to ensure the right technology and architecture decisions are being made.
  • Provide continuous product innovation to delight customers with world-class consumer experiences.
  • Responsible for all aspects of human capital management, including performance management, goal setting and development of staff.
Minimum Requirements
  • A highly driven leader that is known to deliver in a dynamic, rapid growth environment
  • Experience building and leading software engineering teams
  • Experience building and running consumer facing SaaS applications
  • Demonstrated technical hands-on leader managing engineering teams in an agile work environment
  • Working knowledge of big data technologies and high-volume transactional systems.
  • Knowledgeable of software development lifecycle tools (source control, defect tracking systems, release management, continuous integration).
  • Ability to work effectively with cross-functional and multi-disciplinary teams in a fast-paced environment that requires multiple parallel areas of focus.
  • Demonstrated excellent interpersonal skills, including facilitation, negotiation, collaboration and the ability to work cooperatively with a wide variety of technical and business disciplines.
  • Ability to communicate effectively, both orally and in writing using formal presentations, informal Q&A, technical reports, and executive summaries.
  • Experience in leading a portfolio of products at different stages of maturity and market impact.
  • Ability to plan, budget, and execute design and development programs.
  • Knowledge of software engineering best practices, including code reviews, source control management, build processes, testing, coding standards and operations.
  • Ability to work effectively with cross-functional and multi-disciplinary teams in a fast-paced environment that requires frequent shift in areas of focus.
  • Demonstrated excellent interpersonal skills, including facilitation, negotiation, collaboration and the ability to work cooperatively with a wide variety of technical and business disciplines.
  • Ability to effectively articulate technical challenges and solutions to non-technical audiences.
Additional Preferred Qualifications
  • Cloud Native application development and operations, including microservice and serverless architectures.
  • Building and running developer facing PaaS components.
  • Test and/or Behavior Driven Development (TDD/BDD) processes and frameworks.
  • Modern DevOps methodologies, tooling and practices.
Vice President, Cambia Consumer Solutions Engineering would have a degree in Computer Science or related field and 12 years combined, demonstrated engineering leadership experience.
