Position Purpose:

This role has primary responsibilities to implement, manage and execute both the Lead and Copper Rule (LCR) Program and the Cross Connection Control/Backflow Prevention Program along with applicable regulations for Pennsylvania and Delaware.

This includes but is not limited to the management and coordination of project tasks such as coordinating service line replacements with internal and external teams, managing and updating the lead and copper service line inventories, assisting the Water Quality Team with LCR sampling and inspections, working with adjoining departments such as Communications, Customer Service, GIS, Operations, T&D and Production to educate, update and inform internal staff of ongoing activities. The role will also be the liaison between the regulatory agencies and the business to anticipate long-term compliance with the EPA's Lead and Copper Rule. The role will be responsible for QA/QC of customer entered LCR data to ensure it meets the requirements established by each regulatory agency to qualify for proper identification. This position will lead the Lead and Copper Steering Committee for the Mid-Atlantic Region. It will also work with contractors, property owners, municipal officials, state regulatory officials, engineers and administrators to finalize scope of work for each set of projects, issue and close work orders accordingly and ensure the validity of invoices prior to payment. It will provide/oversee inspection and monitoring of lead line replacement work to ensure construction is up to the standard set by the scope, design, and requirements of applicable agencies.

This role will ensure the company is compliant with each systems Cross Connection Control and Backflow Prevention Programs along with strict oversight of the inspection contractor to ensure deadlines are complied with. This will include adhering to industry standard inspection/testing and replacement schedules of all applicable devices. It will also require coordination with the termination of water service to properties that are out of compliance with established tariffs. The role will oversee delivery of inspection notices and follow-up as required with property owners.

Primary Duties/Responsibilities:

  • Implement all requirements of the lead and copper rule and revisions.
  • Update the lead and copper service line inventories in GIS through a variety of methods.
  • Act as Manager for the Lead and Copper Rule Compliance Program, including coordinating the deployment of the lead service replacement plan, and updates to technical standards, communication plans and standard operating procedures.
  • Project management of the selected vendor to ensure compliance with backflow and cross connection plans.
  • Provide service line material inventories to state regulatory agencies by required deadlines.
  • Maintaining and updating regulatory Cross Connection Control reports.
  • Lead the Mid-Atlantic steering committee meetings for Lead and Copper Rule.
  • Develop and administer QA/QC of customer service line inventories surveys.
  • Provide training on backflow, lead and copper and water distribution related topics
  • Knowledge of various backflow devices as well as federal, state and local regulatory compliance is required including but not limited to the International Plumbing Code and ASSE standards.
  • Communicate with Staff to integrate the workforce in the workforce/asset management system.
  • Develop and/or update and implement sampling plans and SOPs.
  • Other tasks and duties as assigned.

Qualifications

Education/Experience/Background:

  • Bachelor's degree in appropriate field of study e.g., Engineering, Business, Environmental Sciences OR equivalent work experience related to managing projects i.e., project management.
  • Five (5) or more years of project management skills.
  • Experience with environmental regulatory framework and permitting, including drinking water quality standards and compliance is a major plus.
  • Demonstrated coordination of internal resources and third parties/vendors for the flawless execution of projects
  • Experience in managing and adhering to budgets and schedules/deadlines.
  • Experience in water distribution and associated assets and materials.
  • Knowledge of ASSE standards.

Knowledge/Skills/Abilities:

  • Excellent project management and presentation skills.
  • Ability to make decisions while adhering to an established budget.
  • Intermediate knowledge of Google software.
  • Excellent problem-solving, quantitative & analytical skills.
  • Superior organizational skills.
  • Ability to interface effectively with all levels of management, co-workers, customers, and regulatory agencies utilizing excellent communication and interpersonal skills, both written and oral.
  • Ability to travel approximately 5-10%.
  • Ability to work transversally with corporate and local business divisions.

Required Certification/Licenses/Training:

  • Driver's license.
